Title: 從《臺灣老年讀者圖書資訊服務指引》探討臺灣公共圖書館老年服務現況及可行性評估

Abstract: 隨著全球及臺灣近年來快速邁入高齡化社會,公共圖書館作為社會機構的一份子,可透過豐富的館藏與資源,對老年人提供符合其需求之服務。然而,回顧國內相關文獻,發現至今未有針對國內公共圖書館老年服務之現況研究,在不瞭解現況的狀況下,難以發現已存在或未來可能遇見的問題,亦難以發現需加強的服務缺口。爰此,本研究以《臺灣老年讀者圖書資訊服務指引》為基礎,瞭解國內公共圖書館實行老年服務之現況以及館員對於老年服務指引內容之實務可行性考量,希冀透過調查結果,提供館員及館方在規劃、實行及評估老年服務時之參考。
本研究採網路問卷法,分兩階段對國內公共圖書館進行問卷之發放,第一階段為老年服務現況調查,調查對象為具老年服務經驗之館員,共回收297份問卷;第二階段為老年服務之可行性調查,調查對象為負責老年服務相關業務之主責管理人員,共回收48份問卷。
研究結果如下:(一)現行老年服務狀況愈臻成熟,然在居家與外展服務、失智症服務及建立評估機制上仍有進步空間;(二)國內公共圖書館對於老年服務的可行性抱持相對樂觀態度;(三)館方對於老年服務所抱持的態度,影響老年服務實務執行狀況;(四)國內公共圖書館提供老年人之服務及活動範圍更加廣泛,形式及內容不限於閱讀;(五)國內公共圖書館開始積極尋求合作關係,以豐富老年服務類型及擴大服務範圍;(六)人力資源的不足為執行老年服務之最大限制;(七)對於失智症議題及服務日漸重視,然在與其他失智症照護相關單位合作及外展服務上仍有進步空間。
本研究提出建議如下:(一)在規劃及執行老年服務時,可多加參考《臺灣老年讀者圖書資訊服務指引》;(二)面對人力及經費缺乏之現況,應對資源及服務進行重新思考及配置;(三)面對現代圖書館角色的變動,應思考老年服務與圖書館任務之結合;(四)面對快速變遷的高齡化社會,應持續強化館員的老年服務教育訓練;(五)面對失智症服務,應加強建立與失智症相關單位的合作模式。
As the world and Taiwan rapidly move towards an aging society, the public library which is a part of social institutions providing services, can offer appropriate support and assistance to older adults through rich collections and resources. However, an overview of researches on older adults services reveals that there no related survey or study on the current state of older adults services in public libraries in Taiwan. Without understanding the current situation, it is difficult to identify existing or potential issues, as well as to figure out service gaps that need to be addressed.
Therefore, based on the content of " Taiwan's Guidelines for Library and Information Services for Older Adults," this study aims to understand the current state of older adults services in public libraries and assess the feasibility of the various aspects listed in the guidelines. The goal of the survey is to provide librarians with valuable insights for planning, implementing, and evaluating older adults services.
This study adopts online questionnaire method, distributing surveys to public libraries in two phases. The first phase involves a survey on the current state of older adults services targeting librarians with experiences in older adults service. A total of 297 questionnaires are collected. The second phase focuses on the feasibility of older adults services, targeting the managers responsible for older adults services. A total of 48 questionnaires are collected responses.
The research results shows as following: (1) The current status of older adults services is gradually maturing, but there is still a room for improvement on outreach services, dementia services, and evaluation mechanisms; (2) The attitude towards the feasibility assessment of older adults services is optimistic; (3) The attitude of libraries take affects the practical implementation of older adults services; (4) Public libraries in Taiwan offer a diverse range of services and activities for older adults; (5) Public libraries in Taiwan have begun to seek for collaborative relationships actively for expand wider range of older adults services and activities; (6) Insufficient human resources are the biggest constraint on implementing older adults services; (7) Dementia-related services draw increasing attention, but there is still room for improvement in establishing cooperation with other dementia care-related organizations and in outreach services.
Suggection for older adults services in this study include: (1) When planning and implementing older adults services, it’s advisable to refer to“Taiwan's Guidelines for Library and Information Services for Older Adults;” (2) Reevaluate and reallocate resources and services is necessary; (3) The integration of older adults services with the library’s missions should be considered; (4) Continuously enhancing older adults services training for librarians is necessary; (5) Strengthening the collaboration with dementia-related organizations is significant.
