dc.description.abstract | 台灣漁業為我國主要經濟產業活動之一,遠洋漁船船員傷病及死亡案件,造成大量花費及影響社會形象。目前我國已有針對漁工人權之勞動條件、健康醫療及社會保障議題進行相關調查及建議,開始推動國內相關法規與國際勞工組織所制定之「第188號漁業工作公約」接軌,將漁工的人權列入我國人權行動計畫之一,以提升我國漁業人權及維護漁業發展。遠距醫療因疫情門診技術已成熟且成為重要趨勢,將遠距醫療納入漁船作業,藉由資通訊科技和視訊提供醫療服務,迅速做出因應措施,可解決患者與醫療端的距離障礙。本論文透過C醫療體系及自行開發的醫科公司,藉由社會、技術、經濟、政治及法規各層面探討及透過波特五力的外部分析,與價值鏈內部分析來綜合討論,經由優勢、弱勢、機會、威脅的矩陣分析,來形成可行的具體策略。在考量國內的醫療發展,社會環境的需求,配合C醫療體系的資源及個人的醫療專業,建議盡速提出前期的概念測試計畫,針對作業漁船上需配有受訓基礎急救合格訓練之幹部,配備相關醫療設備,透過遠距提供初步醫療協助;同時測試遠距醫材在海上的耐用性的,優化看診流程,進而訂定作業標準,提升船員醫療照護水準。進而利用此一未滿足的需求,來推動遠距醫療的量能,已先行者的優勢擴大競爭優勢,增加遠距醫療設備的業務,擴大醫療服務的範圍;最後加上漁會及民間對醫療平權的呼籲,促使政府全面實施海上船隻的遠距醫療,將台灣健保的價值往上提升,同時在商業上創造遠距醫療的生態系。 | zh_TW |
dc.description.abstract | Taiwan's fishery is one of my country's major economic and industrial activities. Injuries, illnesses and deaths of crew members on distant-water fishing vessels have caused a lot of costs and affected social image. At present, our country has carried out relevant investigations and recommendations on the labor conditions, health care and social security issues of fishermen's human rights and has begun to promote the integration of relevant domestic laws and regulations with the "Fishing Work Convention No. 188" formulated by the International Labor Organization, so as to integrate the rights and interests of fishermen. Human right of fishery is included in the main actions of enhancing human rights in our government. Telemedicine has jumped a leap during pandemic period and become an important issue in outpatient clinic technology. Therefore, telemedicine has been applied in the health promotion for seafarers. Medical services are provided telemedicine video system; then emergency/regular medical services can be quickly taken to solve the medical problems of seafarers. This project analyzed the strategies of developing telemedicine on seafarers in a specific medical alliance and a self-developed medical company through STEP and Porter’s five forces techniques for external analysis. On the other hand, internal analysis was performed by the value chain techniques. Finally, I used SWOT matrix to develop some practical strategies. Based on the results of analysis, the healthcare development, the social requirement and the resources of C healthcare system and personal medical expertise, it is advised to propose and act the plan for proof of concept (POC). In this pilot proposal, the officers on board are educated with basic medical knowledge and devices for crews. The processes of medical service are provided through telemedicine and optimized with the accumulation of experience. At the same time, the medical devices and equipment are tested for durability in sea. After setting standard operation processes, the unmet demand could drive the capacity of telemedicine, expand the areas of services and widen the competitive advantage of the early mover. Finally, the medical demand from the unions of fishery and society will urge the government to fully implement telemedicine on maritime vessels. By this way Taiwan’s health system will gain the more value and create a new ecosystem of telemedicine. | en |
