摘要: 冬山鄉農會面臨近年農村人口高齡少子化困境,造成農村萎縮影響農民生計,決定從創新思維出發,呼應臺灣地方創生元年(2019年)開始自發性主導規劃,整合社區、農村、農會之地方資源,全體動員參與地方創生,創建冬山鄉農會《良食農創園區》,以解決農業農村農民的問題,重新連結地方利害關係人,活絡在地農業經濟,以奠定農會永續發展的基礎。

研究個案《良食農創園區》係全臺由農會自發性主導之地方創生首例,並在研究者任職冬山鄉農會總幹事期間親身規劃創建。本論文透過自傳式民族誌及半結構訪談歸納結論如下:一、地方創生由農會發動,豐富資源及充足人力做後盾,務實整合利害關係人之需求。二、人文風土資源盤點需確實,地方創生才具優勢。三、 農會以園區為創生平台,滾動發展鄉內農業與就業商機。四、 地方創生擴大農會全方位服務,穩定邁向永續經營。

本論文藉個案之分析研究結果,嘗試提供台灣基層農會發展地方創生事業之參考,由於園區仍持續營運動態發展,故本研究僅為探討與分析農會從事地方創生的過程與經驗,非為定論個案經營績效。未來相關研究可針對個案其他面向的調查與了解,發展更深入的探討與評估。
This thesis explores the innovative approach implemented by the Dongshan Township Agricultural Association to address the demographic difficulties caused by an aging population and declining birth rates in rural Taiwan. Confronting rural decline and its impact on farmers, the association took charge of establishing the "Excellent Food Agricultural Park" in 2019, signaling a significant step towards regional revitalization in Taiwan. This initiative represents a pioneering example of a Farmers’ Association independently driving local development, with the researcher playing an active role in planning and setting up during his time as the Chief Executive Officer of the association.

This study adopts autobiographical ethnography and semi-structured interviews to reach several viewpoints. Firstly, the initiatives led by the Dongshan Farmers’ Association effectively leverages abundant resources and workforce to strategically address stakeholder needs. Secondly, a comprehensive assessment of cultural and natural assets is essential for gaining a competitive advantage in local renewal efforts. Thirdly, the association utilizes the park as a hub for ongoing development, enhancing local agriculture and employment opportunities. Finally, broadening the association’s services through community initiatives ensures its long-term sustainability.

This thesis intends to offer reference for grassroots Farmers’ Associations in Taiwan that wish to engage in regional revitalization initiatives. Since the park is still operational and evolving, this research focuses on discussing and analyzing the process and experiences of the association in local development rather than definitive operational outcomes. Further studies could delve deeper into other aspects of this case, allowing for a more thorough assessment and insight.
