行政院環保署環境保護政策二十年回顧、檢討與展望

Abstract

本篇論文主要是回顧及檢討自行政院環保署成立20年以來台灣的環境保護政策，並展望了未來環保署的環境保護政策。首先，本文介紹了全球環保議題的形成與發展及「永續發展」的理念之傳播。隨之介紹了臺灣環保議題的形成與發展和環保署的組織機構沿革。先從不同任期的署長所發生的重要事件予以探討，接著從另一個方向依業務性質，例如空氣、水、廢棄物、毒化物及環評等項目，來探討歷年來之變化情形。 接著介紹臺灣的環境現況，從不同的角度將20年來空氣、水、廢棄物、毒性化學物質和環境影響評估方面的環保政策在環境保護標準、國際國內交流、法規、執行實施四個方面進行分類整理並評估。 另針對了空氣、水、廢棄物、毒性化學物質和環境影響評估方面的環保政策，並提出未來施政之意見。此外，對綜合性之政策，包括環境組織架構、環境保護基本法之位階與未來之變革，亦一併提出建議。 從前述整理的資料中，結論分成政策面、法規面、組織面及執行面等4個方向提出未來最優先該執行政策，提供未來政府施政之參考，亦對未來後續類似的研究提出建議。

This thesis is mainly in retrospect of, reviews and prospects the policy of Taiwan environmental protection since it has been established over 20 years. This thesis focus on introducing three main aspects: (1) the global environmental protection issues in policy making and developing, and the promotion of “sustainable development” concept, (2) the organization and history of Taiwan Environmental Protection Administration, and (3) the case study in environmental events in air, water, waste, toxic chemical substances and environmental impact assessment through the past two decades. Furthermore, this thesis not only through multi-angels but also by four dimensions, will analysis and evaluate the environmental protection standard, international cooperation, policy implementation, and law legislation in air, water, waste, toxic chemical substances and environmental impact assessment. In the last part of this thesis, one hand it will review and suggest the policy of air, water, waste, toxic chemical substances and environmental impact assessment, and the other hand, it will illustrate the overall suggestions in the policy of organization and structure of Taiwan environmental protection, and the fundamental law of environmental protection. Concluding the statement of the thesis, divided into policy, legislation, organization and execution, it will propose the top priority policy for government and suggest the research development in the future.
