dc.description.abstract  近年國際旅遊市場變化劇烈,許多過往難以實地前往與獲取資訊的遙遠地區,不但擺脫交通與通訊的限制,更在諸如COVID-19等重大事件中,逐漸站穩腳步,建立起地區內的旅遊產業樣貌。這些偏遠地區,或許擁有豐富的自然與人文旅遊資源,但也須同時面對地理位置、氣候、制度等區域條件,考驗著偏遠地區的旅遊產業發展。本研究以馬祖地區的旅遊產業為主要研究對象,先行了解偏遠地區如何發展旅遊產業後,探究馬祖的旅遊產業背景與成員,最後分析產業成員們如何互動,來匯聚旅遊產品生產與行銷的知識與資源。
  本研究為質性研究,透過實地訪談積累第一手資料,並佐以在地文史紀錄,試圖從當地的旅遊產品切入理解其創新脈絡。隨後,運用區域創新系統概念作為分析架構,一步步探索當地的旅遊產業創新互動模式,以解釋馬祖地區旅遊產業創新活躍的原因。
  經過第一與第二手資料的分析,本研究發現如下:1.身處偏遠的馬祖地區雖具有豐富旅遊資源,但仍面臨交通不便、勞動力短缺、旅遊季節性與網絡排外性等問題。 2.馬祖地區的旅遊業者,透過政府、協會與地方網絡建立連結地區內外的互動模式,來獲取創新所需產業知識、勞力、資金、土地空間,突破交通、天候、勞動力以及旅遊資源商品化等難題。這些產業成員,也逐漸互相連結,形成具有系統性的產業網絡,為地區內的產業成員持續提供知識與各式資源的支持。3.然而輔導計畫不連貫、知識機構缺乏及在地宗族世代隔閡,仍造成馬祖旅遊產業網絡互動上的阻礙,使部分旅遊業者無法順利獲取知識與土地空間等重要創新資源。

dc.description.abstract  In recent years, international tourism market fluctuates dramatically. Many remote areas that were hard to visit and receive information in the past have not only gotten rid of transportation and communication restrictions, but gradually gained a foothold in the face of major market events such as COVID-19. These remote areas may be rich in natural and cultural tourism resources, but also face conditions such as geographical location, climate, and institutions, which challenge their tourism development. This study takes tourism operators in Matsu as the main research object and explores the background and members of the Matsu tourism industry. Finally, the interactions between industry members provide the insights of the knowledge and resources gathering that support tourism product production and marketing.
  This study adopts qualitative research, accumulating first-hand information through on-site interviews. The study also traces back to the local cultural and historical records, trying to understand the innovation context of local tourism products. With the use of Regional Innovation System (RIS) analytical framework, we gradually explore the interaction modes of local tourism industry innovation, so that we can explain the reasons why the tourism industry in Matsu is actively innovative and drives the continued growth of tourists.
  After analyzing the collected data, this study has three main findings : 1. Although the remote Matsu region has rich tourism resources, it still faces the issues like inconvenient transportation, labor shortage, tourism seasonality, exclusivity of local networks etc. 2. Tourism operators in Matsu have established interaction modes with industry members inside and outside the region through government programs, local associations and interpersonal networks to obtain the knowledge, labor, funds, land and buildings needed for innovation. These industry members are gradually interconnected to form a systematic industry network, which continues to provide knowledge and various resource support to industry members in the region. 3. However, incoherent assistance programs, lack of knowledge institutions, and generation gap among local clans still hinder the interaction of the Matsu tourism industry network, preventing some local operators from acquiring important innovative resources such as knowledge and land space.
