摘要: | 大坑罟這個社區代表幾種鄉村聚落的典型狀態——以環境條件而言,大坑罟位於海岸此一生態敏感的環境,經歷過重大環境災害帶來的創傷,非常關注海岸環境的維護;以社區公共性而言,大坑罟曾參與過社造工作,成為當時的亮點社區,即便經歷一段時間的沈寂,社區發展協會仍找機會銜接資源,欲振乏力但一直嘗試——呈現了在自由主義、全球化的政治經濟變遷,與氣候變遷帶來的劇災常態化的背景下,這些公權力與治理的量能難以企及的地方是如何重新自我修復。本研究透過規劃設計案的輔導行動介入大坑罟聚落,以大坑罟社區發展協會為主要合作對象,逐步開展對大坑罟這個聚落的環境調查和擾動。本研究基於對規劃設計案的觀察與專業者位置反思,企圖重新定義並理解「地方」與「公共」。
在大坑罟海岸的環境脈動中,人是與災害、與陸蟹、與鰻魚苗、與河口的淤沙和海岸林稀疏的木麻黃並存的。居民需要和海高度協作,從早期的經濟活動,到經驗災害後對海岸環境的保護行動。然而,這種在地生命經驗累積的體感,和既有的海岸科學調研之間存在巨大落差,治理體制難以回應居民真正的在意。既有的部門分工和期待社區長出自主性的社造政策設計,更會使得這些承受災害的邊陲社區被排除,得不到資源挹注。如果面對災害、維護海岸自然環境是台灣共同的課題,那從這些在地人視角看見的問題與他們的行動,治理體制需要長出新的方法來回應與面對。從大坑罟的環境變化中也發現,公共性已經不只是人類為主體的公共性,而是人類作為一種環境中的能動者,和其他生物、和潮間帶、和整個海岸呼吸共存。 Tuà khenn-koo, a village exemplifies various archetypal states of rural area. In terms of environmental conditions, Tuà khenn-koo is situated in an ecologically sensitive coastal environment, serious environmental disasters cause significant trauma above all the village, and turned into a profound concern for the preservation of the coastal environment. In relation to community publicness, Tuà khenn-koo was highly engaged in community development policy, emerging as a focal community during the first decade, but then it goes down. Despite a subsequent period of dormancy, the community development association persistently seeks opportunities to bridge resources. While facing multiple challenges, such as political-economic shifts driven by liberalism, globalization, and the normalization of catastrophic events due to climate change. How do local communities witch government is arduously regained reconstituting themselves? This research tried to answer the question by engaging in a policy planning and design program in Tuà khenn-koo. Based on observation with the whole program, and as a planning assistant work with Tuà khenn-koo Community Development Association, the research endeavors to redefine and comprehend the concepts of "place" and "public." And it shows on the coast. Within the environmental dynamics of the Tuà khenn-koo coast, humans coexist with disasters, creatures, sedimentation in the estuary, and the sparsely populated Casuarina forests. It is necessary to costal area residents collaborating with the sea. The environmental changes in Tuà khenn-koo also reveal that publicness transcends anthropocentrism, evolving into a form where humans, as active agents within the environment, coexist with other organisms, intertidal zones, and the entire coastal ecosystem. |
