摘要: | 公共工程與社會大眾息息相關,自「統包實施辦法」頒布實施以後,公共工程統包採購具有法源依據,國內營建工程採用統包工程案例近十年來與日俱增。然而公共工程之團隊成員眾多,利害關係人介面複雜,還要面對自然環境中的許多不確定因素,不能完全按照既定的計畫或步驟執行。據此,各項工程品質查核執行方向及精進作為,值得本研究進一步探討。國內統包之公共工程施工品質查核制度與自我查核機制,仍有待進步空間,本研究旨在探討及建構廠商自我施工品質查核指標。以廣慈博愛園區整體開發計畫A、B標統包工程之個案,採計2018年9月至2022年3月查核紀錄,共計26,163項研究個案的缺失查核事項為範圍。研究分析茲依據行政院公共工程委員會為提升公共工程品質,採行之三層級品管制度,採平衡計分卡模式歸納出4個主構面、輔以開放式譯碼分析收斂出12個次構面。藉此,設計層級分析法之專家問卷,於2023年4月至5月間進行共計15位專家學者的約訪與資料蒐集。根據研究結果,本研究建構出單一化及多構面之廠商績效評量指標:研析廠商自我缺失查核權重,C1、施工管制之指標配分最重(8.19分),其次為B3、施工品質之指標配分居次(8.13分)、D1職業安全與環境衛生(7.96分) 與C2、材料管制之指標(7.93分),建議施工廠商可循此權重,提升及精進工程品質。 The construction of public works is closely related to the general public. Since the implementation of the "General Contracting Implementation Measures," the procurement of public works through general contracting has a legal basis. In the past decade, the use of general contracting for domestic construction projects has been increasing. However, public works involve numerous team members and complex stakeholder interfaces. Moreover, they have to face many uncertain factors in the natural environment, making it challenging to follow predefined plans or steps. Therefore, it is worthwhile for this study to further explore the direction and improvement of various engineering quality inspections and implementations. The quality inspection system and self-audit mechanism for domestic public works under general contracting still have room for improvement. This research aims to investigate and establish indicators for self-construction quality inspection by contractors. The study focuses on the case of the Guangci Charity Park overall development project, involving Packages A and B under general contracting. The research covers the inspection records from September 2018 to March 2022, with a total of 26,163 cases of missing inspection items. The research analysis is based on the three-level quality management system implemented by the Public Construction Commission of the Executive Yuan to enhance public works' quality. It adopts the balanced scorecard model to summarize four main dimensions and uses open coding analysis to converge on 12 sub-dimensions. Based on this, the study designs an expert questionnaire using the Analytic Hierarchy Process (AHP) and conducts interviews with a total of 15 experts and scholars from April to May 2023 to collect data. According to the research results, this study constructs both single-dimensional and multi-dimensional performance evaluation indicators for contractors. Analyzing the weights of self-audit deficiencies, the indicators for construction control (C1) receive the highest score (8.19), followed by construction quality (B3) with the second-highest score (8.13), occupational safety and environmental health (D1) with a score of 7.96, and material control (C2) with a score of 7.93. It is suggested that construction companies follow these weights to enhance and improve the engineering quality. |
