Abstract: 本研究以健康信念視角下探討電子廢棄物(E-Waste)之政策設計,探討從巴塞爾公約等國際環保體制及歐盟電子廢棄物管理體系之影響下,針對政策利害關係人之深度訪談欲理解臺灣電子廢棄物回管理方式是否符合健康信念。研究內容如下:首先,檢視臺灣目前電子廢棄物回收及處理進行政策分析,著重在電子廢棄物管理之立法沿革及資源回收管理基金處理機制的規定;其次,參閱《巴塞爾公約》等國際環保建制之效果及所產生的國際環保效力,並梳理歐盟因應《巴塞爾公約》所採取電子廢棄物管理體系之趨勢發展;第三,以健康信念為核心探討臺灣處理電子廢棄物之政策設計,透過電子廢棄物政策利害關係人的深度訪談,涉及延長生產者責任及資源循環利用以減少電子廢棄物對國民健康之危害。最後本研究認為電子廢棄物不僅與全球環境治理有關,其延伸的議題涉及健康政策與管理,更與全球衛生治理範疇息息相關。
This study explores the policy design E-Waste from the Health Belief Perspective, and discusses the effectiveness of the International Environmental Regimes and the EU management system. Besides, E-Waste policy stakeholders set up the policy design: First, to review Taiwan’s current E-waste recycling and treatment, and to explore the legislative history and Recycling management fund of E-waste; Second, to refer to the International Environmental Regime and EU E-waste management system what are the restrictive effects and the resulting international environmental protection effects; Third, to discuss the policy design of Taiwan's E-Waste disposal with, from the health belief through In-depth interviews with policy stakeholders to discuss the Extended Producer Responsibility(EPR) and recycling of resources to reduce the health hazards of E-waste. Finally, this study argues that E-Waste is not only related to global environmental governance, but also related to health policy and management, so it is also related to global health governance.
