摘要: | 臺灣第一個全英語國家媒體國際影音平台 TaiwanPlus 在 2021 年 8 月 30 日上線開播,成為臺灣對國際發聲的重要管道。近年來,臺灣面臨國際政治的機會與威脅的時刻,作為中美對抗前沿的戰略價值提升、中國未曾放棄武力侵略的威嚇、在全球經濟防疫等領域處於關鍵位置,使得國際媒體對臺灣事務更具興趣,也提高臺灣在國際間講述自身觀點與故事的重要性。 TaiwanPlus 作為臺灣政府建構向外發聲的國際傳播政策,不同於各國均以國家為單位的國際傳播策略爭取國家利益,臺灣的獨特處境是以臺灣的名義參與國際社會,本身就觸及國家地位的敏感議題。臺灣作為國家的處境,在國際上,仍處於尚未法理獨立,也未被多數國家承認的不穩定狀態,而在國內政治仍以統/獨為主要分界的政治脈絡中,雖然臺灣認同高漲的有益環境,但仍有多種國族主義版本論述仍在競爭,中國因素的影響也日漸加重。
本研究關注 TaiwanPlus 國際傳播政策歷程的官方論述,置於國內外政治脈絡的利弊,官方建構推動政策,結合文獻分析和批判論述分析為研究方法,以 2017 年 9 月全國文化總結會議到 2022 年 10 月頻播開播為止的官方政策文件為分析材料。研究發現官方論述呈現國際傳播政策建構主要政策概念:本國文化傳播權、國家文化品牌、臺灣故事、臺灣觀點,從建構國際傳播的政策目的「國際發聲」任務,在媒體規劃則以公共媒體與專業性國家隊方案執行。總統的致詞論述則進一步強調臺灣作為國家的政策主體,臺灣自由民主故事召喚臺灣人的認同、加強臺灣與民主國家的價值結盟、強調參與經濟貢獻的具體貢獻,建構臺灣在國際社會的正面意義,強調臺灣國際發聲的重要性。在政策實踐階段,府院高層、文化部、公視、立法院的利益相關人的論述互動狀態,成為臺灣內部政治脈絡的複雜性,「國際發聲」的高度正當性時刻,形成論述結盟,但在仍各自接合其位置捍衛價值或利益的論述。 Taiwan's first all-English national media platform, TaiwanPlus, launched on August 30, 2021, becoming a significant channel for Taiwan to project its voice internationally. During that time, Taiwan was facing both opportunities and threats in international politics, with its strategic value rising as a frontline in the US-China rivalry, China's persistent threat of military aggression, and its critical position in global economic and pandemic defense efforts. These factors generated heightened interest from international media in Taiwan's affairs and underscored the importance of Taiwan's narrative and viewpoint in the field of international communication. TaiwanPlus, as Taiwan's government-led international communication policy, operates uniquely in the international arena under Taiwan's name, navigating sensitive issues related to its national status. As a state, Taiwan remains in an internationally unstable position, lacking formal legal independence and recognition by most countries. Domestically, it is entwined in a political context primarily divided along the lines of reunification versus independence. While Taiwan's identity is on the rise, various versions of nationalist discourse continue to compete, compounded by the growing influence of China's factors. This study focuses on the official discourse of TaiwanPlus' international communication policy, contextualizing it within domestic and international political landscapes, examining the advantages and disadvantages of official policy construction. Employing literature analysis and critical discourse analysis, the research encompasses official policy documents from the National Cultural Summit in September 2017 to the frequent broadcasting launch in October 2022.The study reveals that the official discourse presents key policy concepts for constructing international communication: domestic cultural communication rights, national cultural branding, Taiwan's stories, and viewpoints. The policy's overarching objective of "international voice projection" is executed through media planning that involves public media and a specialized national team. Presidential discourse further emphasizes Taiwan's role as a policy entity, invoking identification among Taiwanese people through the narrative of Taiwan's free democratic story, strengthening alliances with democratic nations, and emphasizing concrete contributions to the global economy. This constructs a positive international image for Taiwan and underscores the importance of Taiwan's international voice. During the policy implementation phase, the interactions among high-level government officials, the Ministry of Culture, Public Television Service, and the Legislative Yuan create complexities within Taiwan's internal political context. While forming discourse alliances during moments of heightened legitimacy for "international voice projection," these actors continue to defend their respective values and interests. |
