This study examines whether the current U.S.-China relationship is regarded as a "New Cold War between the United States and China" by various academics in the United States, China, and Japan. After the end of the Cold War between the U.S. and the Soviet Union, the U.S.-China relationship has been characterized by military rivalry and the re-emergence of authoritarian states. In addition, the start of the U.S.-China trade war in 2018 represented a deterioration of U.S.-China relations, and the trade war expanded from trade to security and military issues. Because of these backgrounds, the term "New Cold War" has been used on many occasions to describe the current U.S.-China relations. Some scholars believe that the current U.S.-China relations are a "New Cold War", while others believe that it is not a "New Cold War". Therefore, the question of this paper is what is the "New Cold War"? Why are there different views, and what are the reasons for this? This study compiles the views of American, Chinese and Japanese scholars. Among them, more American and Chinese scholars deny that the current U.S.-China relationship is a "New Cold War", while more Japanese scholars affirm that the current U.S.-China relationship is a "New Cold War". Regardless of the U.S., Chinese, and Japanese academics' main criterion for considering the current U.S.-China relationship as a new Cold War is that there are differences in ideologies, political systems, and governance values between the two countries, with liberalism and capitalism in the U.S., and communism, socialism, and state capitalism in China. Therefore, if we consider the Cold War to be a competition between different ideologies and political systems, then the current U.S.-China relationship is a state of a new Cold War. |
