Abstract: | 近年來隨著環境變遷以及極端氣候對人類所造成的影響加劇,瞭解人們面對環境變化如何調適成為當前重要的課題。調適作為地理學人地關係傳統的核心關懷,其不僅呈現人們持續改變的過程,探索蘊含於群體中降低環境脆弱性所具備的調適能力,能提供對於人地關係更為細緻的理解。本研究的研究發問為偏遠山村居民如何藉由自身的調適能力,從而降低外在環境的威脅並得以調適,並透過社會制度與社會資本的視角從而瞭解調適能力的產生以及調適的實踐。南投縣信義鄉神木村為研究區域,1996年7月31日賀伯颱風引發嚴重土石流重創當地,使得神木村多年來一直背負著土石流災害意象。當地居民除了面對賀伯風災所帶來的災害,從1996年至2009年期間,當地每年幾乎都會有一次以上的強降雨,並伴隨著土石流的災害產生。然而神木地區居民卻透過掌握當地特殊的農業氣候種植具有高經濟價值的作物,得以長久在此地生活。本研究透過公眾參與式地理資訊系統工作坊(Public Participatory Geographic Information System)、深度訪談蒐集相關資料,從而回答研究發問。透過對於當地發展脈絡的掌握,從而掌握神木地區居民在森林、農業、災害以及生活這四大面向的調適,並呈現當地居民獨特的調適脈絡。而社會制度以及社會資本的視角,作為本研究理解神木地區的發展框架以及促使調適行為以及調適能力背後的原因。研究結果指出,神木地區居民的適應能力奠基於居民之間的互助與互惠、客家原鄉的網絡關係、在地知識。而與當地密切相關的山地、實驗林的土地管理政策、921地震後臺灣中部交通和通信基礎設施的改善以及政府的災後重建計畫,提供了當地居民發展的機會與限制。本研究指出:調適須置於時間與地域的脈絡當中、調適作為尺度相依的課題、基礎建設與永久屋的設置有助於提升能動性,以及學習是作為持續調適的重要因素。也是基於上述原因,神木地區居民得以克服環境限制從而持續的調整與因應。 In recent years, understanding how humans adapt to environmental changes has become an important topic as environmental changes and extreme climates have increasingly affected humans. Adaptation is the core concern of the tradition of man-land relationship in geography. It presents the process of people’s continuous change and explores the adaptive capacity contained in groups to reduce environmental vulnerability. The research question is how residents in remote mountain villages can reduce the threat of the external environment and adapt through their own adaptive ability. This study aims to explore the generation of adaptive ability and the practice of adaptation through the perspective of social institutions and social capital. The study area is Shenmu Village, Xinyi Township, Nantou County. On July 31, 1996, Typhoon Herb caused severe landslides and severely damaged the local area. In addition to the disasters brought by Typhoon Herb, local residents experienced heavy rainfall accompanied by landslides every year from 1996 to 2009. However, by mastering local unique agricultural weather to plant crops with high economic value, the residents of Shenmu Village have been able to sustain their livelihoods for a long time. This study collects relevant data through Public Participatory Geographic Information System workshop and in-depth interviews to answer research questions. By clarifying the context of local development, the residents of the Shenmu Village may form their adaptation in the four aspects of forestry, agriculture, disasters, and life. This study presents the unique adaptive context of local residents. From the perspective of social institutions and social capital to help realize the developmental framework of the Shenmu Village and the reasons behind the adaptive behavior and adaptive capacity. This study reveals that the adaptive capacity of residents in the Shenmu Village is based on mutual assistance and reciprocity, the network relationship of Hakka’s hometown, and local knowledge. The land management policy in mountainous regions and experimental forests is closely related to the local area. The improvement of transportation and communication infrastructure in central Taiwan following the 921 earthquake, as well as the government’s post-disaster reconstruction plan, have provided both opportunities and constraints for the development of local residents. This study emphasizes the importance of considering the context of time and place when addressing adaptation. It highlights that adaptation is dependent on scale and that the establishment of infrastructure and permanent housing can facilitate mobility. Furthermore, learning is identified as a crucial component for ongoing adaptation. |
