Abstract: CPTPP、RCEP等區域性關貿組織崛起,台灣因目前尚未加入這兩個組織。而紡織業恰好是CPTPP、RCEP成員國如東協各國積極發展的產業,當地政府大力支持以外,搭配關貿組織提供的成員國關稅優惠,將對台灣紡織業造成龐大的競爭壓力。本研究針對我國紡織業之供應鏈、品牌、關稅等,以個案的角度探討生產佈局,品牌大廠的合作,探討台灣紡織業如何因應CPTPP與RCEP之衝擊。研究結果指出,CPTPP由於對原產地認定的條件為「從紗開始」,較RCEP為嚴格,對我國紡織業之衝擊較為直接,紡織業者在CPTPP的會員國中建立「從紗開始」的供應鏈;此外,台灣紡織業逐漸轉型為運動休閒、智慧衣等更高技術、研發能力需求的布料提供者,與越南、印尼等紡織大國逐漸做出市場區隔;最後,紡織業者若能打入相關品牌大廠的供應鏈,將對台灣紡織業者的競爭力頗有助益。
Taiwan has not yet joined the CPTPP and RCEP, which are regional trade agreement. The textile industry is a prioritized industry that developed by CPTPP and RCEP member countries such as ASEAN. In addition to the strong support from the local governments, the tariff preferences offered by the member countries of these organizations will create enormous competitive pressure on Taiwan's textile industry. This study focuses on the supply chain, branding, and tariffs of Taiwan's textile industry, and examines the production layout and cooperation of major brand manufacturers from a case study perspective to explore how Taiwan's textile industry can respond to the impacts of CPTPP and RCEP. According to the results, the CPTPP is more stringent than the RCEP in that the conditions for recognition of origin are ' Yarn Forward', which has a direct impact on Taiwan's textile industry. In addition, Taiwan's textile industry is gradually transforming into a provider of fabrics with higher technology and R&D capabilities for sports and leisure, smart clothing, etc., and is gradually making market distinctions with Vietnam, Indonesia, and other major textile countries.
