Abstract: 近幾年來公共工程大量採用最有利標方式決標,其立意良善,目的就是為了顧及品質避免廠商削價競爭,然因評選過程中由於部分採購人員不熟悉法令或人為因素可能被不當操縱,最有利標依然存在著各種招標方式可能會發生的弊端,為了使最有利標方式決標制度能永續施行並適時導正評選項目及權重,本論文設計了問卷調查公共工程採用最有利標在執行招標發包與執行標案評審階段,評選項目及其子項建立的合理性,以及後續執行狀況。問卷調查內容分為廠商基本資料、辦理工程專案相關執行概況、工程專案相關執行影響因素等三部分。透過問卷調查結果以SPSS分析並確認最有利標評選相關執行影響因素,包括資格能力、技術能力、管理能力、價格彼此之間具有顯著的相關性。本論文研究供採購機關及廠商參考,期望在公平、公正、公開的原則下,獲取最佳廠商,並達提升公共工程品質之效果。
In recent years, public constructions have largely adopted the most advantageous tender (MAT). Although the tendering approach is well-intentioned with a purpose to avoid price wars that sacrifice quality, fraudulence that may occur in various tendering methods still exists in the evaluation process based on the MAT because of partial procurement personnel’s unfamiliarity with laws or possible human-factor manipulation on the evaluation. To facilitate sustainable implementation of the MAT and timely correction of evaluation items and weighting, this paper designed a questionnaire to survey the MAT implementation stages of invitation to tender and tender evaluation, the reasonableness of the evaluation items and subitems, and subsequent implementation situations. Questionnaire survey content comprised items regarding basic information of the tenderer, relevant implementation situations of construction projects, and factors affecting implementation of the projects. The questionnaire results were analyzed using SPSS software to identify the relevant factors affecting implementation of MAT evaluation. The results revealed that significant correlations existed between tenderers’ qualifications, technology abilities, management abilities, and prices. The results of this paper can serve as a reference for procurement agencies and tenderers. Hopefully, under the principles of fairness, just, and openness, the most advantageous tenderers can be obtained to improve the quality of public construction projects.
