Abstract: | 為因應氣候變遷與極端降雨,綠色基礎設施於近年已廣為用以降低雨水逕流所致危害。相較於傳統灰色基礎設施,綠色基礎設施更能有效減少上游汙染物經逕流挾帶至下游之問題。然此一特性表示,若上游居民未將綠色基礎設施對下游之正向外部性納入考量,可能會影響其對於設施採用之偏好。本研究藉由對於美國東北部Chesapeake灣流域地區居民之問卷調查,搭配選擇實驗與隨機資訊測試,於實驗組問卷中加入綠色基礎設施對下游區域可獲致外部效益之相關敘述,藉以探討綠色基礎設施所致正向外部性之相關資訊,是否會影響民眾對於綠色基礎設施於景觀屬性設計上之態度與偏好。在實證估計上,本研究使用混合羅吉特模型,在考量個體偏好異質性之假設下,估計民眾對於綠色基礎設施數項主要景觀屬性之願付價格。實證結果顯示,提供綠色基礎設施對下游地區所致正向外部性相關資訊,確實提升民眾對於住所周圍綠色基礎設施帶有滯洪水池,以及減少綠地之除草面積等,能更有效減少逕流之設計的接受程度。 In response to climate change and extreme rainfall events, green infrastructure has been widely adopted to reduce the damage caused by stormwater runoff. One key benefit of green infrastructure is reducing downstream water pollution from upstream runoff. Therefore, failure to internalize such positive externality among upstream residents may lead to suboptimal level of green infrastructure adoption. Using a choice experiment with split-sample information treatments, this study examines the effects of providing information about green infrastructure’s downstream water quality benefits on citizens’ preferences for various landscape design attributes of green infrastructure: the presence of standing water after rainstorm, percentage of green space mowed, diversity in species, and pattern of planting. To accommodate preference heterogeneity, we use random parameter logit models to analyze the choice experiment data. The results show that, the provision of downstream water quality benefits information lead to higher acceptance of the presence of standing water and less mowed green spaces, both of which can increase the efficacy of green infrastructure on reducing runoff. |
