Abstract: 新冠肺炎病毒(COVID-19)疫情自西元(下同)2020年1月起陸續肆虐全球,台灣企業經營者面對是否採行分艙分流與居家上班之作法,以因應疫情變化。有些公司決定採行,但也有些則沒有任何積極作為。本研究旨在探討管理者分艙分流決策過程存在的決策偏誤,研究採用質性研究法,研究者針對西元2021年5月15日起疫情中心調高警戒至三級程度為研究背景,設計訪談大綱,並針對五位企業決策者進行深度訪談。在獲得訪談記錄後,研究者建立編碼簿,進行資料編碼。研究者針對疫情嚴重性、認知評估、情感評估,以及行動之間的關係進行分析,探討管理者存在的決策偏誤,歸納出相關命題。文末,研究者提出本研究之實務意涵與建議。
The COVID-19 pandemic has been raging around the world since January 2020. Corporate managers faced decisions of whether to divert work (a so-called “subdivision strategy”) and/or to work from home to cope with the spread of the epidemic. Some companies decided to take a proactive step, while others chose not to. Using a qualitative research methodology, this study was aimed to examine managers’ decision biases that exist in the processes of (not) making the subdivision strategy. The study context was during the elevated alert to the third degree by CDC. An interview outline was designed and in-depth interviews were conducted with five business managers. After getting the interview results, the researcher established a codebook and conducted coding on the data. The relationships among the severity of pandemic, cognitive evaluation, affective evaluation, and actions were analyzed. Decision biases of managers were analyzed and related propositions were proposed. At the end, the researcher gave suggestions and practical implications of this study.
