Abstract: 本文以綠島的治理網絡為研究對象,運用制度分析與發展架構(institutional analysis and development, IAD),了解在島上社會網絡中行為者間的認知與行為模式。 除了勾勒島上觀光產業下的治理網絡型態,也同時觀察行為者互動背後的可能影 響因素,對未來治理型態提出建議。 在本研究對於島嶼治理網絡的發現中,首先在社群屬性上,行為者主要以自身 利益為主要考量,並在此基礎上發展島上產業競爭之規則。其次,在行動場域中, 民宿扮演連結旅客與島上各式產業的重要中間角色,形成合作或互補的互動關係。 不過基於島上的人口組成及產業特性等因素,當前治理網絡在社群意識以及永續 性上仍有相當的提升空間。未來可採取的行動,包含資訊的揭露、正向互補模式的 推動、網絡課責機制的建立等加以因應;亦應關注人口及產業變遷下,對既有文化 所產生的無形衝擊,使島嶼充沛的自然與人文資源,能永續的發展與創生。
This thesis adopts Institutional Analysis and Development (IAD) framework to understand the cognition and action among actors in the governance network of Green Island, so as to figure out the governance network type in the island. Moreover, it concerns the possible influencing factors behind the interaction of actors, and makes suggestions on the future governance type. Initially, the study in the perspective of community attributes focuses on the fact that the actors mainly consider their own interests other than the public, only to develop the rules of industrial competition in the island. Secondly, homestays(B&B) plays an important intermediary role between tourists and industries, forming a cooperative or complementary interactive relationship between the actors. Nonetheless, given the population composition and industrial characteristics of the island, the current governance network still leaves a room to improve on community awareness and industrial sustainability. This thesis suggests that transparency of information, promotion of positive complementary modes among actors, and establishment of accountability system be put into practice. Subsequently, it also suggests more attention be paid to the impact on the traditional culture, resulted from demographic change and industrial structure evolution. Only by means of aforesaid suggestions can the abundancy of the cultural heritage and natural resource of the island be sustainably developed.
