Abstract: 近年來全球對ESG的意識抬頭,民眾對社會企業、社會創新有了更多的期待,思考應如何強化影響力與公益性、以及如何循環並規模化。
發現公益活動常存在資源供給的不確定性及不持續性,以及資源發放的公平性及效率化的挑戰。
本研究以「村里平安箱」個案去探討,將108/11~111/8共200,325筆的大量真實資料,經過精細的大數據分析後,辨識出供給及需求間的落差,找出其中可供套利(arbitrage)之處,形成趨勢分析模組,並試著提出解方,且進行公益經濟規模化及複製性的檢視,以做為未來深化公益經濟的決策參考。
本研究得出的結論如下:
一、社會資源的供給及需求,存在著(Arbitrage)時間差、數量差、地域差,必須藉由數位化的導入(包含軟硬體)才能有效的解決痛點。
二、本研究具體提出公益經濟的三項數位化機制:
1.數位認證
2.智慧媒合
3.透明責信
三、透過此三項數位化機制的導入可使公益經濟更公平、更即時、更透明,並檢視成果驗證確實可以「規模化」及「可複製性」。
In recent years, the global awareness of ESG has risen, and the public has more expectations for social enterprises and social innovation, thinking about how to strengthen influence and public welfare, and how to circulate and scale.
It is found that public welfare activities often have the uncertainty and discontinuity of resource supply, as well as the challenges of fairness and efficiency of resource distribution.
This research takes the case of "Village Safety Box" as an example. After a large amount of real data of 200,325 pieces from 108/11 to 111/8, after careful big data analysis, the gap between supply and demand is identified, and the possible for arbitrage, form a trend analysis module, and try to propose a solution, and conduct a review of the scale and replicability of the public welfare economy, as a reference for decision-making to deepen the public welfare economy in the future.
The conclusions drawn from this study are as follows:
1.There are (Arbitrage) time differences, quantity differences, and geographical differences in the supply and demand of social resources. Only through the introduction of digitalization (including software and hardware) can we effectively solve the pain points.
2.This study specifically proposes three digital mechanisms for the public welfare economy:
(1).Digital Authentication
(2).Smart Matching
(3).Transparent Accountability
3. By introducing these three digital mechanisms, the public welfare economy can be made fairer, more efficient, and more transparent, and the results can be tested to verify whether it can indeed be "scaled up" and "replicated".
