| dc.description.abstract | 本文欲探討各處的里山會如何在不同的地方特色下發展出自己的樣貌，特別以台灣北部的里山聚落—貢寮為例，深究其人地關係的脈絡對里山特性發展的影響。貢寮過去雖有面積不小的梯田地景，但農民從1970年代後陸續棄耕，且為了求快、求產量，農戶們也多採用慣行農法，造成地力萎縮、周邊生物多樣性下降等負面影響，直到2011年民間組織與政府單位介入後，才慢慢復耕推行有機農法，使地力逐漸恢復。 就國內里山的研究發展而言，本研究經文獻檢閱後，發現雖有許多里山倡議的相關文章，但內容多僅集中在概念的介紹及特定個案區的探討，目前尚未有研究具體化里山倡議的落實過程。為彌補此研究缺口，本文旨在探討里山精神如何在特定的地區被落實，特別是在倡議與發展過程中形成什麼樣的在地特色?為何人口外移與老化的地方還會有一群有志之士因水梯田而相聚並採取特定的行動?本研究以文化地景(cultural landscape)與情感氛圍(atmosphere)理論作為理論架構，盤點出關鍵的權益關係人(stakeholders)進行深度訪談及分析。此外，也梳理源自日本的里山倡議如何被援引至台灣?經由與主要推動學者和推動單位相關決策者的訪談，輔以二手資料的彙整，作為里山倡議與在地發展的背景脈絡。 研究結果呈現2010年名古屋的生物多樣性大會公約上的里山倡議，由學者們將此這個概念引介進入台灣，並以實際案例的操作落實里山精神向林務局推廣，隨後在林務局林華慶局長的發揚之下，將之列為重要政策持續推動。而透過本研究的田野訪查與分析，了解到貢寮的水梯田除在生態系統上原就存在豐富生物多樣性的功能，也因必須透過「勞力」去耕種的這個特點，讓人與自然之間的關係更加緊密，並讓貢寮水梯田牽起了世代之間、以及在地與外來者之間的網絡，是里山倡議落實及在地特色重構的關鍵要素。 | zh_TW |
