Abstract: | 全球「數位浪潮」驅動「行動支付」服務快速發展,可說是「風起雲湧」,台灣電子支付工具齊全,行動服務基礎設施完備,以及民眾接受度高等基礎環境優良,深具發展潛力。國內各有金融機構、第三方支付、電子票證、電信服務及通路等業者,應用TSM (Trusted Service Manager) 、HCE(Host Card Emulation)等技術,各自為政發展行動支付,國際上則有蘋果的Apple Pay、Google Pay、Samsung Pay及中國大陸支付寶與騰訊的QRcode支付等代表性的創新應用,積極進入台灣市場,在在揭示「行動支付」服務的戰國時代已經開啟。
民眾對金融支付服務需求的本質,雖然一直沒有改變,但應用「行動通訊」結合「網際網路」的發展態勢已然成型,我國電子支付尚有甚大成長空間,「支付」等金融服務將不再由「銀行獨占」,異業競合勢所難免;面對「行動數位」服務的「快」與「變」,同時要掌握「服務創新」跟國際服務競爭,就不能再像以往一樣「單打獨鬥」,必須整合國內外資源,專業分工,構建基礎共用平台,以避免重複投資、資源浪費,同時降低技術風險,並透過異業結盟,業務合作,激盪創新服務模式,爭取消費者的認同。 本研究探討個案「台灣Pay」,試圖扮演台灣行動支付服務市場上的中立者,藉策略的擬定與執行,整合產業資源,避免無謂的重複投資與浪費、降低業者投資成本,及公平取得參與市場發展機會,促進產業間不同規模及服務型態業者,分工合作均衡發展,協助本土產業,包括公股、民營與基層金融機構,以及電支電票等業者,發展行動支付,並藉科技發展成果,引領「行動支付」朝向普惠金融市場發展,以支援社會經濟之發展。 透過劃一的識別「台灣Pay」及「QR Code共通支付」相關標準制定,打破業者間各自為政的支付生態,加速國內支付產業資源整合,引導業者除了關注既有NFC信用卡等經濟相對強勢的客群市場,同時發展金融卡、信用卡、電子支付、電子票證等QRcode支付,開拓經濟相對弱勢的客群市場,並且嘗試化解國內業者的焦慮,一方面降低市場對境外業者依賴,一方面引導市場向相對弱勢者發展,另一方面讓本土業者可以公平取得發展機會,引導產業將發展行動支付之綜效根留台灣。 With global digital wave driving mobile payment services rapid development, it’s raging like a storm. Taiwan’s electronic payment is complete, mobile service and basic equipment are also complete, having high public acceptance and has high development potential. Domestic financial institutions, third party payment, electronic visa, mobile service and channel, use TSM(Trusted Service Manager), HCE(Host Card Emulation), each are government developed mobile payment, on the international side, there’s Apple pay, Google pay, Samsung pay and China’s Alipay, Tecent’s QRcode represents innovation, entering Taiwan’s market, announcing mobile payment service time is now. Although people’s demand toward financial payment hasn’t change, but using mobile communication with internet has taken shape. Taiwan’s e-payment still has a long way to go, payment and financial services is no longer monopoly by banks, you have to grasp service innovation, compete with international service, you can’t no longer just fight by yourself, you must integrate domestic and foreign resources, build a basic sharing platform, to avoid overlapping investment, wasting resources, and reduce technical risks, with business alliance, cooperation, earning consumer’s recognition. My research Taiwan Pay, try to play the neutral party of Taiwan’s mobile payment in the market, strategy formulation and implementation, integrate industrial resources, avoiding overlapping investment and waste, reduce the cost of investment, and have the chance to join market development, working together and uniform development, helping local industry, including public service, private and financial institutions, developing e-payment, using technology to lead electronic payment towards inclusive finance, to support social and economic development. Taiwan Pay and QRCode Co-payment standard setting, breaking individual payment, speeding up domestic payment industry resource integration, guiding people to pay attention to NFC credit cards, at the same time developing debit cards, credit cards, electronic payment, electronic visa and QRcode payment, opening up weak economy market, and try to resolve domestic industry anxiety. On one hand reduce the markets rely on overseas business, the other hand guide the market development to the vulnerable, and last but not least allow local producer gain development opportunities fairly, guiding industry develop electronic payment and let it stay strong in Taiwan. |
