國民旅遊卡政策執行過程與執行成效之研究（2003-2018）

Abstract

摘 要 為振興國內觀光旅遊產業、帶動就業風潮降低失業率，同時鼓勵公務人員從事戶外休閒旅遊活動，因而有「國民旅遊卡」制度之創設。該制度設計初始，雖有其政策形成之社會、經濟面與政治面等背景，但究其根源主要係來自於公務人員強制休假補助制度，可說是公務人員休假補助制度的一種態樣。本研究主要係探討該政策自民國92年（2003年）1月1日起施行至民國107年（2018年）止，期間經歷過三次重大政策轉折，以及因應政策變革各階段執行成效與影響評估加以分析，作為階段性政策檢討與回顧。 本研究係採質性研究，除歸納研析相關期刊、論文、報告、官方文件等文獻資料，並採用立意取樣之深度訪談法為主要研究方法，以縱向歷史研究途徑為主軸，以橫向階段性政策要義為分界，作為整體研究之架構。 此外，在本研究結論部分，除具體臚列研究發現及建議外，另外特別針對甫於109年（2020年）1月1日起修正施行之「最新制」國民旅遊卡政策做簡要內容介紹，以及可能衍生之問題提出看法。對於後續研究國民旅遊卡相關議題者提出研究建議與未來研究之方向，同時也提供政府未來在研擬相關政策措施時之參考。 關鍵詞：國民旅遊卡、休假補助、未休假加班費、政策執行

Abstract

“Citizen Travel Card” were established to revitalize the domestic tourism industry in Taiwan, facilitate employment, reducing unemployment rate, and encourage public servants to engage in outdoor leisure tourism activities. Various social, economic, and political backgrounds were involved in the creation of this system, but it primarily involved the mandatory leave subsidy system for public servants. Therefore, Citizen Travel Card are a form of leave subsidy system for public servants. This study examined the 3 major policy changes that occurred from the implementation of the Citizen Travel Card system on January 1, 2003 to the end of 2018. The effects of the policy changes on the execution effectiveness of the system were also analyzed for periodic policy review. In this qualitative study, literature including journals, dissertations, reports, and official documents were generalized for analysis. Purposive sampling and in-depth interviews were performed. In summary, the overall structure of this study involved longitudinal research of history and horizontal periodic policy highlights. In addition to concrete research findings and suggestions, this paper presents a brief introduction on the latest revised Citizen Travel Card system formulated on January 1, 2020, as well as the potential problems it may cause. Suggestions are also provided for future studies on Citizen Travel Card and relevant future policy directions taken by the government.
