Title: 影響公共政策網路參與平臺民眾提議成案之因素:從提案的特性來看

Abstract: 本研究以公共政策網路參與平臺之提案,從文獻分析影響民眾提議成案之可能因素有「成本分布廣」、「利益分布廣」、「專業複雜度高」「與民眾直接相關」及「利益團體支持」等變項,並採用量化分析方法將民眾提案之特性予以編碼,以敘述統計、卡方檢定及邏輯迴歸加以實證分析。
本研究以美國政策議程計畫(Policy Agendas Project, PAP)進行提案政策類型分析,發現參與平臺提案政策領域前三名依序為「運輸交通」類(30%)、第二是「教育」類(10%);第三是「政府業務」類(8%);而進一步探討成案之政策領域,發現前三名依序為「教育」類(18%);第二是「運輸交通」類(16%);第三是「公民權、少數民族議題與公民自由」及「健康」類(14%);另以卡方檢定及邏輯迴歸分析研究結果發現,成本分布及利益團體與是否成案間具有顯著相關,且政策提案之成本分布越廣,較不易成案;若政策提案有利益團體支持,較易成案。文末並提出政策建議,期望可作為政府回應民意及公民提案之參考。
This study is focused on the data from the Proposal of the Join platform. By analyzing from related papers, this study is concluded 5 factors which are “cost”, “benefit”, ”complexity”, ”people-related” and “interest group,” which would influencing the proposal passing or not. This study is analyzed by statistical methods such as descriptive statistics, chi-square test, and logit regression.
By using Policy Agendas Project ( PAP), the result shows that the most proposal is about the ”Transportation” (30%), the second is about “Education”(10%), and the third is about “Government Operations”(8%). Further analyzing the passing proposal, the results is that the most proposal is about the ” Education ” (18%), the second is about “ Transportation ”(16%), and the third is about “Civil Rights, Minority Issues, Immigration and Civil Liberties”(14%)and “Health”(14%). Furthermore, the study also indicates that there is a significant relationship between “cost” and passing proposal, and between “interest group” and passing proposal. While the cost of proposal gets higher, the much difficult it could pass; on the other hand, while the proposal is supported by the interest group, the more likely it could pass. Based on the results, this study recommend some suggestion for the government to be used on response and for the citizen to be used on proposal.
