Abstract: | 近年來台灣政府積極推動新南向政策,鼓勵我國各行各業前往東南亞與南亞等國市場。在推出的三大新南向領域之中,工程業占據一席之地。瞄準的便是因經濟快速成長,新南向市場各國在基礎建設不足應付的情況下,公共工程的商機爆發性增加,成為各國工程業者的兵家之地。反觀我國工程業,目前能跨出國內成為國際級的工程公司僅有中鼎工程。其他國內大型工程業者仍以我國市場為主,並未積極國際化。
回顧中鼎工程的發展歷史,因過往隨著日商合作夥伴跨國進行投標,驚覺自身的不足而開始邁向國外市場。經過數十年的努力,目前已成為國際上小有名氣的統包工程公司,為我國工程業中唯一有能力前往海外獨自進行投標並成功接案的企業。專精於煉油石化廠領域的中鼎工程在2014年與日商千代田、馬來西亞的兩家建商MIE和Synerlitz一同組成聯合承攬團隊,投標馬來西亞國家石油公司於邊佳蘭石化中心的重油觸媒裂解廠的標案。最終擊敗來自世界各國的工程團隊,成功取得總價約13億美元的標案,而這也是中鼎工程近年來工程規模最大的標案。 中鼎工程的發展過程,可以提供台灣的工程業做為借鏡。在國內市場趨近飽和的情況下,不少工程公司逐漸將眼光放到新南向市場。適逢該市場迅速成長,且政府政策亦積極配合國內業者赴海外發展,此時正是踏出台灣前往海外發展的好時機。中鼎過去的成功經驗,能為台灣其他的工程業者注入一劑強心針。即便無法完全複製也能有所依據,並依時空背景與自身情況進行調整。如今的機會,遠比中鼎當年跨出台灣時高出許多。只要能操作得宜,進軍新南向市場並非不可能的任務。 New Southbound Policy has been the initiative of Taiwanese government in last few years, and construction is one of the three highly potential industries. Due to the rapid economic growth and lack of infrastructure, business opportunity of public construction in southbound market is expected to grow. However, there is only one Taiwanese company, CTCI, is able to contract work in southbound market. Other large firms are still focus on domestic market, instead of stepping out of Taiwan. Looking back at CTCI’s history, after having setback when tendered for petrochemical plants with Japanese partner, CTCI decided to start internationalizing. After decade’s hard working, CTCI become the only Taiwanese construction firm that could tender and win the contract out of Taiwan. In 2014, CTCI teamed up with Japanese firm Chiyoda and two Malaysian construction firm, MIE and Synerlitz, beat other global construction companies and win the 1.3 billion USD lump sum contract of Petronas RFCC plant. This is also the biggest project CTCI got in recent years. The experience of how CTCI went globally could be a text book for other Taiwanese construction companies. As fewer opportunities in Taiwan, many construction firms start noticing southbound market. While the market keeps growing and the help from government’s new policy, this is the best time for Taiwanese construction industry to enter new market. |
