Abstract: | 保稅油業務作為船舶加油業務的關鍵分支之一,不僅展現了中國港口的綜合服務功能,同時還明確顯示了中國港口給予國際船舶用油的保證。2000年之後我國船舶供油市場漸漸打開,隨之而來的是不斷出現的大量船舶供油公司,保稅油供油市場的繁榮也導致了其格局的劇烈改變,保稅油供油領域同樣越來越多的體現出新特徵。而目前水運量較低造成的船舶用油量降低,間接導致了供油行業的競爭愈演愈烈,那麼怎樣給予我國保稅油市場積極前進的動力,增加在國際相關領域的影響並促進產業效益升級已成為我國保稅油經營商、相關政府管理和港口部門關注的重點。
國內第一個組建的船舶供油企業是1972年宣告成立的中國船舶燃料有限責任公司(英文名縮寫是CHIMBUSCO,中文名簡寫是中國船燃),該公司截至目前為止仍是中國國有船舶供油領域的第一巨頭。該企業自早期按國家規定壟斷市場到後期積極投身市場化,一直以來都將保稅油業務當做核心產業,這一過程中其市場佔有率曾經有過快速下滑。針對這一問題該企業更新銷售手法、引進專業人才,這幾年效果相當明顯,成功保住了我國範圍內保稅油的市場的最大份額。然而總業務量增速緩慢,甚至有些地區業務顯著下降,致使該業務的總盈利降低。而隨著我國市場的不斷開放,保稅油市場上企業間的碰撞只會越發劇烈,中國船燃要想生存發展必須以市場為導向,不斷發掘自身優勢與潛能,增加企業核心競爭力和生產效益。 本論文基於對我國保稅油業務現階段發展狀況的匯總分析,以中國船燃為例對我國市場競爭主要參與者、供需層面走向的改變做了充分研究,探討歸納了規律性問題與有參考價值的經驗。簡單敘述了保稅油供給系統的組成和具體過程,並針對會對該企業保稅油業務競爭能力產生關鍵作用的相關網路佈局目前狀況和弊端做了探討,然後給出了對網點佈局進行完善的計畫。還對完善我國保稅油業務及其落實應關注的方面給出了相應的措施。本論文的選題能夠加深有關企業、部門對我國保稅油市場的瞭解,並在一定程度上給予中國船燃保稅油業務的完善與發展一點啟發。 Bonded oil business is an important part of ship refueling business. It is also an important manifestation of China's ports' fuel supply and replenishment capabilities for international routes and Port integrated service function. After 2000, with the gradual liberalization of the domestic ship oil supply market, a large number of ship oil companies came into being. The domestic oil market structure of bonded oil also changed profoundly, and the development of the industry showed many new characteristics. The current decline in shipping industry downturn ship oil demand market competition under the background, so how to give China's bonded oil market a positive driving force, increase the impact in international related fields and promote industrial efficiency upgrade has become the focus of China's bonded oil operators, relevant government management and port departments. The first ship oil supply enterprise in China was China ship fuel co., LTD. (abbreviated as CHIMBUSCO and abbreviated as China ship fuel), which was announced in 1972. So far, this company is still the first giant in the oil supply field of China's state-owned ships.China's shipping industry has always regarded the bonded oil business as the main business, from the earliest monopolized operation to the full market competition and the market share has dropped sharply. In recent years, companies have been effectively integrated the main position of the domestic bonded oil market by innovating marketing mechanism and improving team building. However, the overall business volume growth has slowed down, and the volume of individual businesses has decreased significantly. The overall profitability of bonded businesses has decreased significantly. However, with the continuous opening of China's market, the collision between enterprises in the bonded oil market will only become more intense. In order to survive and develop, China's shipbuilding industry must take the market as the guide, constantly explore its own advantages and potential, and increase its core competitiveness and production efficiency. Taking China's ship fuel as the research object, based on the summary of the development status of domestic bonded oil business, this paper analyzes the main body, supply and demand structure and development trend of the domestic market, the regularity problem and valuable experience are discussed. The structure and process of the bonded oil supply system are introduced. The status and shortcomings of the network layout problems affecting the competitiveness of China's ship bonded fuel oil are analyzed, and the layout optimization scheme is put forward. At the same time, we put forward some pertinent countermeasures and suggestions to the optimization of domestic bonded oil business and the problems that need to be paid attention to in the process of implementation. This thesis can deepen the understanding of relevant enterprises and departments on China's bonded oil market, and playing a certain reference role for the optimization of the existing layout of China's ship fuel industry and the further development of domestic bonded business. |
