政府危機處理的創新模型--以急重症醫療的觀點出發

Abstract

現代政府在資訊快速流通與全球化影響下，危機處理是一個重要且必須經常面對的課題。政府危機處理的好壞，將直接影響人民對於政府與行政首長的信任度，且與民主國家的選舉結果息息相關。 歷來關於危機處理的研究多從國際關係、公共行政、社會學或企業管理的角度出發。本研究則嘗試以歷史上較少見，由緊急醫療的觀點切入，企圖在政府這樣一個各部門功能齊全且各有專精的「醫院」，建立一個跨部門科別的「急診室」，第一線處理政府遇到的疑難雜症即危機事件。 本研究先介紹急重症醫療團隊處理緊急病患的流程與思維，再將政府的危機事件與緊急病患做相關性質的比較異同。接著由此為基礎，推導出一個簡單易學的政府處理危機事件模型，以及建構一個具適當位階與功能之政府危機處理小組，危機發生或將發生時依此模型進行處理，平時則擔任回顧整理、經驗傳承、教育訓練與演練之工作。 本研究蒐集我國近年數件具代表性，類型與規模不一之政府危機事件，拆解並套入模型之各要項進行分析與評價，得到的研究發現包括：危機事件的情境變化類似緊急病患病情、大部分的政府危機容易辨認、災害型危機處理可因資訊傳遞的進步而改善、非災難型危機則偶有政府輕忽資訊收集情形、危機處理成敗最大關鍵常為危機溝通、政府需力求在危機處理模型各要項儘量達到要求，至少避免致命性錯誤等。若政府在各要項表現均大致合宜，則呈現在該危機事件對政府的衝擊與傷害較小。 本研究以回溯式案例分析研究，證明此政府危機處理模型應為可行。未來的研究方向，建議以「影子危機處理小組」的方式，進行前瞻式研究對模型做進一步驗證：成立這樣一個政府的「急診室」，是否確能應用於未來各類型與規模之政府危機，以及是否確能改善現行政府體制處理危機事件時，遇到之困境。

Previous studies on crisis management mostly focus on perspectives of international relations, public administration, sociology, or business administration. This study, however, tries to introduce the model of emergency medicine to the study of crisis management in the public sector. Emergency medicine has evolved and established standard operation system in dealing with all kinds of incoming patients. It is reasoned that the emergency medicine model can be applied to the crisis management in the public sector in a significant way. This study proposes that crisis management of the government should have a dedicated unit to prepare, train, deal with issues of crisis management. And crisis management process in the public sector should emphasize the following critical steps: identifying crisis events. Information gathering and severity rating, primary assessment and reaction, second assessment and improving measure, crisis communication, constant monitoring, general evaluation of the crisis and essential documentation.
