摘要: | 本文的研究目的是以桃園市污染控制場址與整治場址為例,探討污染場址鄰近農地價格的變動,於受污染公告前後是否產生顯著的影響。然環境污染雖不易對其個別效益的價值進行評估,但環境污染亦為環境公共財其中一項,其整體效益可資本化在鄰近不動產的價格上。因此,透過農地交易內外部及鄰近農地污染環境等特徵做為解釋變數,為農地交易價格建立空間回歸模型,可得到交易農地與污染農地等相關特徵所隱含的特徵價格。 本研究先以桃園市各污染場址所屬有農地交易區段的實價登錄交易價格為基礎,運用地理資訊系統與特徵價格調查方法來衡量與評估污染農地之效益及影響。選取2012年8月1日至2019年9月30日間桃園市都市計畫土地之農業區之土地及非都市土地使用分區計畫之農牧用地,農地交易價格實價登錄資料,結合 GIS 調查方法掌握環境資源之基本資料,建立農地的內、外部及環境特徵資料以進行統計分析,以利特徵價格法之統計、回歸及Moran’sI值檢定分析。 經分析顯示,污染農地鄰近農地的價格變動率有顯著差異,符合預期結果,其變動趨勢是隨著受污染農地面積增加的,農地價格下跌的幅度也是漸增的。經空間回歸模型分析後則發現,適當地運用這些污染農地的特徵價格模型,可用來估計污染農地資本化在鄰近農地的價值。 The purpose of this study was to take Taoyuan City pollution control site and rectification site as an example, to explore the pollution site adjacent to the change of agricultural land prices, whether the pollution announcement before and after the significant impact. Although environmental pollution is not easy to assess the value of its individual benefits, environmental pollution is also one of the environmental public finances, and its overall benefits can be capitalized in the price of adjacent real estate. Therefore, through the internal and external characteristics of agricultural land transactionand and adjacent agricultural land pollution environment as an explanatory variable, for the agricultural land transaction price to establish a spatial regression model, can obtain the transaction of agricultural land and contaminated agricultural land and other related characteristics implied characteristics of the characteristics of the price. Based on the real price of the agricultural land trading area belonging to the pollution sites in Taoyuan City, this study uses the geographical information system and characteristic price survey method to measure and evaluate the benefits and effects of polluting agricultural land. Select the land of the agricultural area of Taoyuan City Urban Planning Land and the agricultural land of the non-urban land use zoning plan for the period from August 1, 2012 to September 30, 2019, the real price log-in data of agricultural land transaction, combine the GIS survey method to grasp the basic information of environmental resources, establish the internal, external and environmental characteristics of agricultural land for statistical analysis, and analyze the value of the price of the characteristics of the price method, the return and Moran's I. The result of the study were that there are significant differences in the rate of price change in the adjacent agricultural land of polluted agricultural land, which is in line with the expected results, and the trend of change is increasing with the increase of the area of contaminated agricultural land. After the analysis of the space regression model, it is found that the proper use of these characteristic price models of contaminated agricultural land can be used to estimate the value of the capitalization of contaminated agricultural land in adjacent agricultural land. |
