Abstract: Vietnam is a developing country with a young population and increasingly expanding urbanization, especially in its capital - Hanoi city. Hanoi is one of the most important economic centers of Vietnam, attracting a great number of workers across the country. However, this situation has led to considerable pressure on accommodation issues, such as fresh water sufficiency, universal access to cleaner energy, the ability to travel efficiently from one point to another and the sense of safety and security. These are the kinds of conditions that modern cities must satisfy if they are to stay competitive and provide a decent quality of life to their citizens. Therefore, it is inevitable that these cities must become smart in order to achieve sustainability in development.
In fact, Vietnam has been promoting smart cities since 2015. At the scale of cities, Hanoi is taking the first steps on its way to become a smart city, aiming to help turn Vietnam into a modern-oriented industrial country by 2020, as part of the implementation of the “Master plan of Hanoi by 2030 and a vision to 2050”. However, this plan is currently unable to be implemented on schedule because of the difficulties and challenges related to its citizens, who directly influence the application of smart city in Hanoi. Therefore, finding the exact root cause of these problems, and on that basis, proposing a sound solution to get the plan back on track, is one of the necessary and urgent goals for Hanoi.
This study aims to analyze and assess Hanoi's readiness to deploy smart city projects, via People Readiness. An Empirical study of People Readiness of Smart City adoption had been conducted by surveying experts and using the Analytical Hierarchy process to calculate and figure out what factor in People readiness is most significant, which could directly and substantially affect the process of Hanoi’s Smart City adoption. The research’s results then indicated that factors which related to citizen’s income and changing population were mainly responsible for the slow pace of Smart City implementation. Through the method of empirical study conduction, it is expected that a comprehensive assessment of Hanoi’s current position, and possibly a more appropriate approach for Hanoi to move towards a smarter and more sustainable city could be drawn from the conclusions of this research.
