Abstract: | 本研究旨在瞭解街友之圖書館利用動機與需求,分析公共圖書館街友服務現況與困難,並探討圖書館與社會企業對街友服務合作的可能性。基於上述研究目的,本研究採質性取徑,以大臺北地區之公共圖書館與社會企業為研究場域,首先運用田野觀察方式,實際擔任志工並且參與街友相關活動,蒐集並調查研究資料。其次運用深度訪談法,以人際滾雪球方式招募16位受訪者,以深究街友、公共圖書館館員與社會企業職員三者分別對於圖書館街友服務之看法。
研究結論綜整如下:(一)街友使用圖書館之動機受地緣關係、工作因素、天候因素、他人觀感等因素影響,使用需求則可歸納為日常生活、資訊與空間三項。(二)公共圖書館除提供新聞、就業、休閒、健康資訊外,服務方式尚有資訊利用指導、與其他政府機關合作等方式;服務困境則包含圖書館人力資源受限、街友服務難以受到社會大眾重視與支持、圖書館無多餘空間設置沐浴設備、圖書館人事編制未含全職駐館社工等。(三)各社會企業之服務主軸與經營模式有所差異,但均以街友為核心對象,以多元方案協助街友自立,並透過倡議方式減少社會排除現象;而推展街友服務時遭遇之困境,包含機構永續發展遇難關、易遭民眾誤解為資源豐富、以及倡議過程遭遇困難等。(四)公共圖書館與社會企業合作之可行服務模式有彙整求職就業資訊、主動提供並強化圖書館利用教育、增進社會大眾對於街友之認識。 依據上述結論,本研究提出以下三方面建議:(一)針對政府主管單位:宜明訂街友服務之權責範圍、規劃公共圖書館駐館社工。(二)針對公共圖書館有關單位:應重新思量圖書館閱覽規定、提供街友就業資訊利用指導、建立圖書館街友服務共識。(三)針對公共圖書館與社會企業合作方面:可結合社會福利措施跨機構合作、舉辦認識街友之圖書館活動。展望未來,在研究方法層面,建議可選擇其他多元研究方法,匯集更全面性的主觀與客觀意見;在研究範圍方面,尚能比較不同背景街友之圖書館利用需求,或可針對大臺北地區以外的公共圖書館與社會企業進行街友服務相關研究。 The study aimed to understand motivations and needs of library homeless users, to analyze the current situation and difficulties of homeless services in public libraries, and to explore the possibility of cooperation between libraries and social enterprises. Based on the above research purpose, the study adopted the qualitative approach, taking public libraries and social enterprises in the greater Taipei area as the research field. Firstly, the researcher applied the field observation method to serve as a volunteer and participate in homeless-related activities, collect and investigate the research data. Secondly, by using in-depth interviews, the researcher recruited 16 respondents via interpersonal snowball sampling to clarify opinions of homeless people, public librarians and social enterprise staffs towards homeless services of libraries respectively. The research conclusion was summarized as follows: (1) The motivations of library homeless users are affected by geographical relations, work factors, weather factors, and others' perception, as for the user demand can be summarized into daily life, information, and space. (2) In addition to providing news, employment, leisure, and health information, service modes of public libraries also cover guidance on the use of information and cooperation with other government agencies. Service difficulties include limited human resources of libraries, difficult to draw attention to homeless services or to get support from the public, no spare space of libraries for setting up bathing equipment, no full-time social workers included in library personnel. (3) There are differences between main services and business models of social enterprises, but they are all based on homeless people, and their diversified programs are used to assist homeless people in standing on their own feet and in reducing the phenomenon of social exclusion by advocacy. The dilemma encountered as promoting homeless services including the sustainable development of institutions is challenging, the actions of institutions may easily lead to the misunderstanding of the public that their resources are rich, and the difficulties encountered in the advocacy, etc. (4) The feasible service models of collaboration between public libraries and social enterprises are compiling employment information, offering and strengthening instruction about how to make good use of libraries, and enhancing the public awareness of homeless people. Based on the above conclusion, the study puts forward following three suggestions: (1) For governmental authorities: Stipulating rights and responsibilities of homeless services, and planning full-time social workers in public libraries. (2) For public libraries and other relevant agencies: Rethinking reading regulations of libraries, providing employment information guidance to homeless people, and establishing the consensus of library homeless services. (3) For cooperation between public libraries and social enterprises: Starting collaboration across agency by combining social welfare measures, holding homeless-related library activities. Looking forward to the future, in terms of research methods, it is suggested that other diversified research methods can be selected to bring more comprehensive subjective and objective opinions together. In research scope, it is also possible to compare library user needs of homeless people with different backgrounds or to carry on research related to homeless services of public libraries and social enterprises outside the greater Taipei area. |
