都市型農會存在價值之研究

Abstract

台灣農業市場隨著全球經濟環境之更迭而產生質變，多數以農業為主之城市亦因都市化發展導致農耕地大量流失，而與農業關係最為縝密之農會，亦受其所在地是否具備直接農耕作物產值，而出現鄉村型農會及都市型農會之分，都市型農會因耕地減少、會員流失而找不到可以服務的專業農民，其角色功能及存在價值因而備受質疑。 本研究主要探討我國經濟由農業主導，轉變為以工商服務業為導向之經濟發展主軸下，都市型農會角色職能之界定及發揮，以及在轉型過程中所面臨的瓶頸及困難如何因應以確保其存在價值。 研究範圍以新北市基層農會為研究對象，採質化研究之深度訪談法，針對產業界、主管機關及專家學者三方代表進行深度訪談，將所得資料加以彙整、分析，提出政策建議以提供農會經營者制定經營策略及主管機關擬定政策與修法之參考。

Followed with the changes of global economic environment, Taiwanese Agricultural Market too, has carried a fundamental qualitative change. Most of the agriculture cities lost their cultivation land around because the new urbanize development plans has been carried out. And the urban farmers' associations, which relate most closely with agricultural business, were divided into two types-the urban and the rural Farmers' Associations, whether its site directly bore product value. The urban type can not find real farmers to serve because of the lost of the cultivation land and the lost of members. loss, Therefore, its role, function and value of existence were queried. This study was subject to the economic development changes of our country, which shift from the agricultural into the industrial and commercial service as the main direction. The definition and function of the role of urban Farmers' Association. And the challenges and difficulties in the process, and how to solve them to ensure its value of existence. The scope and the objects of the study regard to the basic Farmers' Associations in new Taipei city and adopted the in-depth interview of quality research. And the interviews carry on to three parties: industrial field, the authorities and experts and scholars. It organizes and analyzes the whole information and proposes policy recommendations to the executive office to make running strategies and as references for drafting policies and reforming laws.
