台商到中國內陸發展農業項目的可行性分析─以湖南省衡陽縣得陽綠色農場為例

Abstract

本研究係以質性研究方法探討曾經到中國內陸投資農業專案項目的過程，企圖透過受訪者經驗與投資的歷程，尋找台商至中國內陸投資須注意的事項。本研究焦點為下列二項：1.藉由研究參與者的經驗分享，探索與分析台商到中國內陸發展投資農業項目的可行性。2.藉由研究參與者的經驗分享，提供有意前往中國內陸投資農業項目的台商相關人士建議與參考。 以深刻的描述敘寫本研究的個案「得陽綠色農場」初期的投資過程，以供相關人士瞭解，共分三部份加以陳述。第一部份為得陽綠色農場興建的籌備工作；第二部份為投資得陽農場前兩年所遇到政府政策與法規上的刁難及當地村委會與農民阻礙的因應過程。 研究限制是藉由本研究個案「得陽綠色農場」一例，針對研究對象的選擇資料與論文的撰寫與地區性個別農業產業的個案分析；研究結論與建議亦是由本研究個案「得陽綠色農場」為例，提出台商到大陸內陸投資農業項目在中國農業政策支持及大環境農業資源的短缺之下是可行的，唯投資前需充分了解投資地區的文化背景及政府對該產業的態度再來做風險評估，方能有所成就；並整理相關的建議，以提供未來有意前往中國內陸投資者參考。

This qualitative research aims at offering references for potential Taiwanese investors in China through field interviews with seasoned investors on prior agrarian projects. Based on valuable inputs gathered from experience-sharing sessions, this research focuses on the feasibility of developing agricultural business in China as well as suggestions for future Taiwanese investors. This research provides close examination concerning the initial investing process of De-Yang Green Farm and is presented in the following three parts: preparation work, initial obstacles and strategic adjustments. The limitations of this research is finally discussed respectively from the aspect of subject choice and that of the writing of this thesis, practical advices are provided, also according to this case study, for future interests.
