山徑越野跑賽事之安全風險管理研究-以臺灣Ａ極限山徑挑戰賽為例

Abstract

隨著臺灣山徑越野跑運動的發展，山徑越野賽事也逐漸增加，因此賽事安全格外重要。本研究的目的在透過個案研究的方式，探討影響山徑越野賽事的風險因素與風險管理之安全對策。研究方法透過文件分析法，進行賽事安全相關文獻綜整與歸納，應用延伸個案法分析2019臺灣Ａ極限山徑挑戰賽之前、中、後期的風險管理機制，期據此以獲得更具實用價值的安全風險管理策略。研究結果如下：一、鑑於越野跑運動的獨特性，賽前的賽道線路規劃是最關鍵的因素，設計良好的賽道規劃可有效降低風險。二、賽事籌備期間，賽道清理、賽道標示和志工的指引能夠有效減少選手迷途的情形，必須列為重點準備工作。三、工作人員、志工、救援團隊、救護團隊之間的指揮架構、決策模式、通訊設備整合是團隊協作中必須提前演練磨合的部分。四、針對選手的風險告知、教育培訓、強制裝備檢查可有效降低風險，減少主辦單位的負擔。五、善加應用新的科技產品成為賽事監控的有效工具，應有效普及。臺灣山林越野跑發展方興未艾，然而其活動特性具有較高的風險係數，期望透過此研究提供政府及賽事主辦單位參考，提高賽事的安全性和可持續性，裨利於推動產業健康發展。

With the development of trail-running in Taiwan, trail-running race have gradually increased. This study explores the risks and risk management measures of trail-running race in a case study. The research method integrates and summarizes the relevant safety literature through the file analysis method, and through the case study method to understand the risk management mechanism of A Ultra-Trail Challenge, in order to obtain more practical security risk management strategies. The research results are as follows: (1) In view of the uniqueness of trail-running race, the course planning before the race is the most critical factor, and detailed planning can effectively reduce the risk. (2) Trail clearing and course marking, and volunteer guidance can effectively reduce the number of lost runners and should be listed as a key preparation. (3) The command structure, decision-making mode, and communication equipment integration among staff, volunteers, rescue teams, and medical teams are the part of team collaboration that must be practiced in advance. (4) Risk notification, education and training, and compulsory equipment inspection for competitors can effectively reduce risks and reduce the burden on the organizers. (5) New technology products become effective tools for event monitoring and should be effectively popularized. The development of trail-running in Taiwan is growing fast. There are higher risk in trail-running events. It is hoped that this study will provide reference for event organizers to improve the safety and sustainability of the event, which will help promote the healthy development of the industry.
