Abstract: | 隨著1995年起世界貿易組織的成立,全球以自由貿易逐漸取代貿易配額制度,出口占整體超過七成的台灣織襪產業正面臨極大考驗。再加上海峽兩岸經濟合作架構協議(ECFA)的簽訂,來自中國大陸的經爭對手也以低廉的成本大舉攻佔內需市場,加重了台灣織襪產業的困境。在70年代曾經是台灣外匯主力來源的織襪產業,自90年起出口值便不斷下降至今,成為許多人眼中的「夕陽產業」。儘管具備高品質織襪工序技術,但對內有產業鏈整合、人才斷層等問題;對外面對中國、東南亞等國廠商的成本優勢、南韓對美國的貿易優勢、日本的技術領先、國際貿易環境的挑戰,以及品牌知名度的缺乏,台灣織襪產業勢必需要找出重啟成長動能的方法。
本研究採取個案分析法以及訪談法,透過深入的質化研究探討整體織襪產業不斷衰退的核心因素,針對台灣織襪業目前最具成長空間的弱勢區塊,提出一個新的資訊平台商業模式,整合織襪產業鏈、品牌及消費者需求的「織襪產業整合資訊平台」,整合資訊平台能加速且加強產業鏈內部溝通,進一步提高面對市場消息或貿易環境變動的回應效率。而對消費者需求的直接整合,則能深度經營品牌、站穩利基市場,提升產業整體在國際間的競爭力。 Taiwanese hosiery industry witch export accounts for up to 70% of the total profit, has been facing stern test as the commencement of the World Trade Organization (WTO) since 1995, quantitative trade restriction is gradually replaced by free trade worldwide. And the subscription of the Economic Cooperation Framework Agreement (ECFA) toughened the situation with the lower-cost Chinese goods join the Taiwanese local hosiery market. As was once one of the major foreign-exchange-earnings industries of Taiwan in the 70s, the export value of the Taiwanese hosiery industry has been continuously lower since the 90s, and was widely considered as a sunset industry. Though having many advanced hosiery manufacturing technique, but with the issue of industrial chain integration, talent gaps, low cost competitive of China and south-east Asia countries, trade advantage to the USA of South Korea, the leading position on technique of Japan, challenging international trade environment and lack of recognition of brand, the Taiwanese hosiery industry needs a way to relocate its growth momentum. This research executes case-study method and interview method. Through the depth qualitative research to the Taiwanese hosiery industry, it investigates the core factor of the continuously decline. This research proposes a new information platform and business model, integrating the industrial chain, branding and consumer needs, the “Hosiery Industry Integrated Information Platform”. The platform can increase the speed and strength of the inter-industrial-chain communication and raise the efficiency responding to the change of the market or trading environment. The directly integration on consumer needs can provide a deeper management on branding and standing out in the niche market. Increase the international competitiveness of the entire industry. |
