新北市改制後組織編制與人力調整之研究

Abstract

由「組織編制」與「人力」來看，地方政府究竟需要有什麼組織？以及這些組織需要多少人力資源？這些問題攸關地方政府執行職務的能力、績效展現等層面，但也要考量有效控制政府的人事支出，俾將有限的財政資源挹注在積極性施政建設措施。從2007年至2010年，短短3年時間內，臺北縣由縣級自治團體，轉變為「準直轄市」，再改制為直轄市，成為新北市。準用直轄市規定或改制直轄市，其組織及員額都會增加，與今日大力推動「政府再造」所倡議精簡人事的理念精神背道而馳，近年來受到全球金融風暴，國際經濟情勢險峻的影響，我國政府財政缺口逐年擴大，主事者正宜利用此一時機，全面檢討當前縣（市）政府組織所面臨之問題，才能對症下藥，建構符合現代行政管理趨勢之地方政府組織架構。

In view of organization and manpower, the questions of what kind of organizations are requiired in the local government and how much manpower is needed to stuff those organizations are all related to the local government’s capability of enforcing duties and its efficient working performances. Besides, the efficent control of personnel expenses should also be taken into consideration, which should be able to allocate limited financial resources to positive and constructive measures. Over a short span of 3 years, from 2007 to 2010, Taipei County has been tranformed from an autonomy county into a quasi-municipality, then a municipality directly underthe jurisdiction of the Central Government, New Taipei City. Due to the reform, the organization and manpower in the city has increased, which is opposite to the spirit of personnel triming advocted by the government in these years. Influenced by the global financial storm and severe international economic development, the finance gap of our government has been widened every year. Therefore, the realted authority should take this opportunity to review the problems that the city government has encountered, take proper measures to fix these problems, and thus construct a local government organization frame which meets the requirements of modern administration management.
