摘要: | 公共工程標案於施工階段是否能夠順利執行,達到工程完工如期、造價如度及品質如式的目標,是機關及營造廠的一大挑戰。雖然近年來整體公共工程施工成效已有顯著提升,然而受限於現行監控指標未必能適當反應標案實際施工情形,或者過度仰賴主觀經驗判斷,而無客觀的評估標準,以致仍有部分公共工程的施工成效未盡滿意,相關施工管理制度尚有持續改進的空間。
有鑑於此,本研究透過學理的研究與實際案例的蒐集與分析,以改善目前施工管理制度缺乏適當且客觀監控指標的現況。透過三個資料來源交叉比對後,提出適合我國使用的5個客觀監控指標,即「發包標比」、「契約變更金額百分比」、「停工天數百分比」、「契約變更天數百分比」及「逾期開工天數百分比」;而交叉比對的資料來源包括:(1)參考美國營建研究院發展之監控指標,予以本土化;(2)訪談所得之工程失衡跡象;(3)工程會公共工程標案管理系統之欄位。 持續輔以工程會所建立的標案管理系統蒐集的工程標案實際歷史資料歸納分析前揭5個指標,透過發展出的指標效度分析流程,即以指標相對於實際案例的管制事件發生率曲線,進行指標型態判別與管制事件發生率趨勢分析,挑選具參考性可表達案件施工情形的指標組合,再將各該指標組合中各個指標對工程標案的評估結果整合為單一的「標案監控指標(Default Monitoring Index)」來表示,並提出標案整體及對應的品質、成本、進度構面的評估值,以達到使用少量指標,有效監控標案狀態之目的。 本研究的特點在於以實際案例歷史資料庫進行比對分析,排除以往過於依賴主觀經驗判斷的缺點,並且建立應用模式,使得傳統以理論建立的指標系統能實際應用於真實工程環境;相關的研究過程、工具、及建立的監控指標基準可供主辦機關及廠商有效掌握標案的實際施工情形,進而及時採取因應對策,俾利標案施工結果達到完工如期、造價如度及品質如式的目標。 It has been a continuously big challenge for procuring entities and contractors to meet the iron-triangle targets of construction performance, i.e., on schedule, within budget and to the quality, during the construction phase of public works. Although the overall construction performance of public works has been significant improved in recent years, the relevant construction performance management system still have rooms for improvement because negative reports can be heard sometimes. The limitations of the current management system come from several aspects. For example, the current monitoring and controlling indexes of public works performance in project-level during the construction phase may not reflect the real situation of the undergoing project properly. It may heavily rely on subjective judgement base on personal experience instead of objective evaluation criteria as well. In order to improve the current situation of without suitable and objective construction performance indexes, the academic research and real case data are collected and validated. Firstly, five objective performance indexes are identified by this study through the cross-mapping of indexes from three sources. These five indexes of the intersection are “Cost of owner project commitments /Planned owner expenditures”, “Cost of change orders /Cost of owner project commitments”, “Schedule impact of variance”, “Schedule impact - owner approved” and “Schedule impact of variance”. Three sources of indexes are (1) the continuous assessment on project performance (CAPP) variables developed by the Construction Industry Institute and then localized to Taiwan context; (2) the construction performance derailed warning phenomenon proposed after the interview; and (3) the blanks of public tender project management system operated by the Public Construction Commission, Executive Yuan. Further, the real data of historical tender projects related to above mentioned 5 indexes collected by public tender project management system are analyzed by the proposed index effectiveness validation process including the effectiveness curve of each indexes are drawn; the types of each curve are identified; the correctness of each curve are validated. By doing so, those index combinations that can properly reflect the construction performance in terms of quality failure, cost failure and schedule failure are selected. Moreover, these index combinations are summed up to a single value as Default Monitoring Index. Through which, the overall and corresponding construction performance in related to quality, cost and schedule aspects can be monitored and controlled in an efficient manner because only few indexes are needed for project performance management purpose. The features of this study are real data of historical projects are applied to avoid the drawback of tradition performance management method which is heavily rely on subjective judgment. In addition, an applied model, i.e., Default Monitoring Index, is proposed to bridge the gap between the theoretical performance indexes and real construction environment. The findings of this study provide valuable and practical framework and tools for procuring entities and contractors that intend to enhance their project performance management method during the construction phase and then take the remedy stragegy in time. By doing so, the contruction performance of the project can meet the iron-triangle targets, i.e., on schedule, within budget and to the quality. |
