非用材林產品驗證標準之探討

Abstract

本研究針對非用材林產品驗證進行探討，先了解木材與非用材林產品間特性差異後，再將兩驗證標準分成社會、經濟、環境與管理四個面向，進行比較與分析，並建立森林管理委員會第五版原則與準則之非用材林產品驗證標準，最後探討非用材林產品驗證未來發展之趨勢，以及於台灣實施之可行性，以期為未來台灣於森林驗證中納入非用材林產品驗證提供資訊與建議。結果顯示，因為非用材林產品具有重要的社會價值，加上非用材林產品被視為促進經濟多樣化的方式之一，因此其標準主要強調於社會與經濟面向的規範，而環境與管理面向則因為收穫非用材林產品帶來的衝擊較小，故標準的要求較為簡略；未來想在台灣實施非用材林產品驗證也具備一定的可行性，只是在社會與經濟面向上需要投入較多的心力，以達成驗證標準的要求。

The purpose of this thesis is to study Non-Timber Forest Products (NTFP) certification, and hope to provide information and suggestion for subsuming NTFP certification umder forest certification in Taiwan in the future. The first step is to find out the characteristic difference between timber and NTFP. Then the standards of forest management certification and NTFP certification are divided into four categories which are social, economic, environmental and administrative dimensions, for comparing and analysis. Second, NTFP certification standard for Forest Stewardship Council (FSC) Principles and Criteria version 5 are developed. And the last step is to discuss the development trend of NTFP certification and the feasibility of implementing NTFP certification in Tainwan. The results show that the focus of NTFP certification standard is mainly in social and economic dimension, because of its social value and contribution of ecomonic diversity. On the other hand, requirements of standard in environmental and administrative dimension are simpler, because the impact of havesting NTFP is smaller. And there is possibility to implement NTFP certification in Tainwan. However we need to put more effort in social and economic dimension to achieve the requirements of NTFP certification standard.
