中越防務外交與政黨外交之比較研究：以邊境爭端為例（1991-2019）

Abstract

本研究試圖比較1991年至2019年間，中越邊境爭端中兩軍防務外交與政黨外交的運作差異，其中邊境爭端指的是中越兩國對於陸地邊境、北部灣與南海相關主權與主權權利的爭執。筆者首先回顧前人對政黨外交與防務外交的概念定義，以及中越軍事與政黨交流相關的文獻，並且介紹兩國關係正常化後建立的防務外交與政黨外交機制成果。隨後筆者比較兩項外交機制在各時段邊境爭端事件中的運作差異，並發現到政黨外交的運作更為積極有效，而防務外交雖然機制完整，但是難以直接促進兩國邊境爭端的解決。根據相關的研究成果，筆者發現到中越關係中多種外交機制在應對邊境爭端時的顯著運作差異，並且建議未來可以從兩種外交的理論層面與案例研究出發，以發掘出導致外交機制運作差異的根本性原因。

This thesis aims to find out difference between defense diplomacy and party diplomacy in the case of Sino-Vietnamese border disputes. By reviewing literatue on the defense diplomacy, the party diplomacy and the Sino-Vietnamese relations, the author designs a comparative research framework. In this framework, the author collects the operational details of the diplomatic channels in several Sino-Vietnamese border conflitcs from 1991 to 2019. Although these border conflicts happen at the land border, the Beibu gulf and the South China Sea, most of them occur in the Sea in the era. Eventually, the author discerns that the party diplomacy is more effecvtive in managing the border disputes. On the other hand, the defense diplomacy is limited by opinions of political leaders in both countries, and it’s not used to resolve the disputes but to express certain stances. At the end of this thesis, the author discusses some drawbacks of this research and the several advices of future studies on this topic.
