Abstract: | 我國基本工資措施已經實施多年,為我國改善勞工所得的重要政策之一,但基本工資的調升是否能改善家戶貧窮問題,仍需透過實證研究來分析,基本工資調升雖然能增加勞工所得,但有文獻指出基本工資調升會減少就業,故本研究欲觀察其最終對家戶所得分配之影響。本研究使用1995年至2018年之家庭收支調查資料,建立由等值化家戶所得形成之家戶所得分配,並採用線性機率模型,探討長期基本工資調升對家戶之所得位於不同所得門檻以下的機率與比例之影響,並觀察農戶與老年戶之基本工資效果差異,以及家戶所得納入政府移轉所得前後之基本工資效果差異。 實證結果發現,若僅考慮基本工資短期效果,未納入政府移轉所得時,基本工資調升對低所得家戶並無顯著影響,而考慮全部所得收入時,基本工資調升將降低家戶落入低所得之機率,顯示短期基本工資調升能改善低所得家戶之所得收入。若考慮落後三期之長期基本工資效果,未納入政府移轉所得時,長期基本工資調升將增加低所得家戶之比例,而考慮全部所得收入時,整體上長期基本工資調升對家戶所得並無顯著影響,顯示長期基本工資調升無法改善低所得家戶之所得收入。 The purpose of this study is to observe the effect of the minimum wage on household income distribution in Taiwan. We wanted to know whether the increase in the minimum wage would reduce household poverty. Using The Survey of Family Income and Expenditure from the Survey Research Data Archive for 1995–2018, we calculated the equivalent household income by dividing household income by the minimum cost of living to account for regional differences and the number of household members. Using a linear probability model and setting income thresholds within the income distribution, we have observed the probability and proportion of households being below the threshold when the minimum wage increases. The empirical results demonstrate that short-term minimum wage increases can improve the income of low-income households. If government income transfers are excluded, an increase in the minimum wage has no effect on the income of low-income households. However, when considering all incomes, an increase in the minimum wage will reduce the probability of that household incomes will decrease. However, a long-term increase in the minimum wage cannot improve the income of low-income households. If government income transfers are excluded, a long-term minimum wage increase will increase the proportion of low-income households. However, when all incomes are considered, the results reveal that a long-term minimum wage increase has no effect on the income of low-income households. |
