市中心區文化導向的都市再生-以臺中市博物館-綠園道專區為例

Abstract

文化政策與社會、群眾、政治與經濟發展之間的關係緊密相連，尤其是廣義的文化政策思維已經擴展到更廣泛的、更多元民主的文化概念，這不但包含城市中所發生的日常社交活動，而且也包括這些城市文化和藝術活動賴以存在的公共空間設計。在全球化與知識經濟時代，創意等同於國家競爭力，創意的城市發展策略對城市經濟與文化發展將影響深遠。晚近創意城市的發展規劃相當仰賴文化議題和藝文政策的引導，說明未來城市再發展策略之一，就是藉由文化創意經濟提昇城市經濟競爭優勢，結合在地特質，創造更加有魅力的城市印象。 臺中市中心區，綠園道兩端的國立自然科學博物館及國立台灣美術館都擁有豐富的人文與科學教育主題展演項目，串聯於其中的經國綠園道周邊現有環境設施條件優沃。本研究旨在探討臺中縣市合併體制變遷及空間轉型情境下，如何積極地透過經營和制度變革，利用既存的重要藝文展演設施和文化創意產業的育成，逐步發展出獨特的城市文化特色與空間魅力，建立城市的風格與品牌意象行銷地方，加值整體市容景觀和生活環境品質，歸納文化藝術展演設施、文創產業整合納入都市空間政策與規劃設計之課題挑戰與因應策略，提供後續文化主導的城市空間經營及規劃設計者參考。

Urban regeneration through cultural-based activities has emerged as a crucial feature of the postmodern city of consumption. One of the most dramatic elements of contemporary urban regeneration is the visual transformation of the cityscape associated with the rise of cultural economy and high-quality urban design. The paper tries to discuss this style of urban culture-led regeneration at the museum-greenway district at downtown Taichung, especially when Taichung city-county consolidated into an evolving metropolis. It tries to explore how urban regeneration management promote cultural clusters, gradually develop the cultural creative economy and enhance an image of brandscape, associated with the value-added cityscape and livable environment. Meanwhile, this paper also tries to propose the spatial strategies in urban culture-led regeneration for the inner Taichung city. Finally, the paper concludes by briefly noting some critical issues and policy implications for promoting the cultural creative industries for the inner city at Taichung.
