台灣有色肉雞全面實施電宰可行性之分析

Abstract

有色肉雞是我國特有的一項家禽產品，長期以來深受國人喜好；可是，由於其飼養型態似乎趕不上時代潮流的變化，導致市場佔有率節節下降，若不加緊調整改善的腳步，未來可能會被受威脅。 政府要防止禽流感的發生及運輸上的傳染，以及改善不良的產銷結構，全面實施電動屠宰是一項良策。然而因反對聲浪大而延後實施，即使如此，政府仍然是要以此方向來努力。 當然，有色肉雞要全面實施電宰，主要的關鍵人物是在生產者及運輸業者，本研究總共訪問93位生產者及9位運輸業者，綜合他們的意見之後，提出9點建議： 1.優先對年輕、高學歷、規模大的生產者加以解說，使其成為示範者，相信對電宰的實施會減輕不少阻力。 2.農政單位仍應繼續透過養雞協會等組織加強宣導電宰的好處，同時鼓勵一些小規模的生產者與相關業者進行契約產銷，以利電宰的推動。 3.農政單位宜請學研機構篩選一些有色肉雞的品系加以推廣，使其能夠規格化，方便電宰的作業流程。 4.鼓勵所有的生產者逐步走向契約產銷。 5.鼓勵生產者加入養雞相關的組織，可以取得較多的訊息，對通路的了解就會增加，對市場的掌握力自然也就增加。 6.宜先輔導大規模運輸業者的雞隻進入電動屠宰，或是讓這些大規模的中間業者參與電動屠宰場的投資，以加快電動屠宰的比率。 7.政府應該透過各種官方及民間的團體，大力宣導電宰冷藏雞隻的好處(如安全衛生、營養份不會流失…)，如此，對有色肉雞產業的轉型必會有所幫助。 8.消費者舊有的習慣並不是不會改變，因而，運輸業者本身也要有配套方案，否則會被淘汰。 9.電宰的目的最主要在於防疫的考量，建議要加強宣導防疫的重要性，及疾病對整體產業的影響。
