Abstract: 本研究主旨為研究我國智庫財務狀況之發展,並兼以美日兩國智庫財務概況做為探討時之依據,進而綜合分析我國智庫於財務面向上所面臨之挑戰與困境。針對我國智庫財務狀況之討論,本研究以「收入角度」及「支出角度」做為檢視之切入點,並從「智庫財源管道」、「財源籌措策略」、「財務穩定性」、「研究自主性」、「資金競爭對手」、「營運成本」、「資金支出自主性」等面向進行智庫財務狀況之說明。
本研究透過四所我國具代表性之智庫的訪談結果分析,提出「收入財源管道與財務穩定性之分類分析」、「智庫『研究中立性』少受資金來源者影響」、「智庫資金收入來自於『單一化』財源管道者,多呈現穩定之財務發展」、「政府研究經費可提供智庫營運之穩定財源」、「大學院校為智庫爭取經費來源之最大競爭對手」等五個智庫財務發展現況的研究發現。最後,本研究則提出六項改善建議,並期待本研究之建議可為我國智庫日後財務發展,提供可行、有效之參考依據與改善方向。
This study focuses on the finance of Taiwan think tanks. The financial profile of the US and Japan think tanks are examined to provide reference framework. Seven aspects of think tanks finance are analyzed with the research results from four well established organizations of Taiwan think tanks. They include the following: 1. financial resources of think tanks. 2. the strategy of raising financial resources. 3. financial stability. 4. the autonomy of research. 5. competitor for funds. 6. operating costs. 7. the autonomy of expenditure.
Research findings include: 1. Categorizations of financial resources and financial stability are established for future research. 2. The autonomy of think tanks research is seldom affected by the source of funds. 3. Think tanks depended on single financial resources maintain more stable finance. 4. Research funding from government can provide stable financial resources for the operation of think tanks. 5. Universities are the main competitor for funds. The study proposes six recommendations for improving the financial development of Taiwan think tanks.
