| dc.description.abstract | 本文以Turnovsky (1996a)的模型架構為基礎,並引入非線性所得稅制,建構一個內生成長模型,探討:政府支出具有擁擠性質時,如何制定一套適當的非線性所得稅制來使社會福利極大;且隨著政府支出的擁擠程度增加,最適的租稅結構將如何改變。依據本文的分析,我們可以得到以下結論:
一、在政府支出專注於基礎建設的情況下,最適的所得稅尺度應等於基礎建設的 生產外部性,而基礎建設擁擠性質造成的決策扭曲則由所得稅累進程度來矯 正。而隨著基礎建設擁擠程度增加,政府應增加累進程度來因應,維持最適 所得稅尺度不變。由於政府透過非線性所得稅制矯正了所有分權經濟體系決 策行為的扭曲,使得分權經濟體系的福利水準達到最佳境界。 二、在政府支出專注於消費面的情況下,最適的所得稅尺度應使得政府消費性支 出與私部門消費的邊際效用相等;此外,政府應調整所得稅的累進程度,來 矯正實質資本累積過低的現象;透過兩租稅工具的調整後,分權經濟體系的 福利水準達到最佳境界。而隨著政府消費性支出的擁擠程度增加,政府應提 高所得稅尺度及所得稅累進程度,然而,最適的社會福利水準仍隨著擁擠程 度的增加而降低。 | zh_TW |
