從地方國民小學推動漁村社區營造及河口資源的保育

Abstract

海岸潮間帶地區的環境維護與保育已經是目前世界的潮流，而讓當地社區居民與其他權益相關團體，共同提出對保護區經營管理的意見，是保護區管理的新作法，也是許多學者認為要達到保育的必經路途。而要社區參與保護區的經營管理，社區本身要培養足夠的能力才足以擔此重任。本研究從麗水村社區內的龍港國民小學為起點，嘗試從小學教師的培力，推動麗水村社區進行社區總體營造，以達到大肚溪口野生動物保護區獲得良好經營管理與保育的目標。研究發現，學校是學術研究團體進入社區的一個管道，但學校並不能主導社區發展相關的事務，但卻能以協助者的身份從旁參與。雖有教師表達不太願意參與的態度，但可以用正面鼓勵的方式來克服。由於社區居民尚無針對社區總體營造相關的組織，且居民與學校缺少「相互合作」的互動模式，所以至今尚未有積極的表現；目前是由龍港國小的教師藉由編寫鄉土教材的方式，來蒐集麗水村的在地資料，作為凝聚社區共識的開始。期望能激起當地居民的社區意識，並培力居民去主動關心並參與保護區的經營管理，以達到保護區的功能與保育的目標。

It reveals that the importance of conservation of the oceans, coastal zones and intertidal zones are emerged in the world. And the participatory approach based on local community and other stakeholders is also concerned. This study tried to promote the empowerment of Lishuei Community from empowering the teachers of Longgang Elementary School, to achieve conservation of the Daud Estuary Wildlife Protected Area. This study found that academia can access the community more easily through local elementary school. The school cannot lead affairs of community development, but can assist proceeding of this process. There is lacking community empowerment related group in Lishuei, and the residents are not used to co-operation way to proceed community issues. This study promoted the compiling of native teaching materials of Lishuei to arouse the community sense of the residents of Lishuei. Then to empowerment the residents to participate management of the protected area, to reach the goal of protected area and conserve the environment well.
