非接觸式智慧卡對於捷運系統之效益分析

Abstract

隨著科技的進步，先進各國之運輸系統逐漸使用電子方式收費，以取代傳統人工收費方式，希望能夠節省人工、簡化收費程序與降低時間延滯，並提昇運輸系統經營與運作效率。非接觸式智慧卡在使用上較接觸式磁卡或智慧卡為迅速簡易，更具有安全性高、記憶容量大、壽命長等優點，因此先進國家之電子票證系統均採用非接觸式智慧卡。 本研究分別以使用者與營運者之觀點，利用前後比較及成本效益分析來評估捷運系統使用非接觸式智慧卡之效益，營運者效益中又分別以磁卡與非接觸智慧卡並行、全路網採用IC票證（IC Token與非接觸式智慧卡）、全路網實行IC票證並改採榮譽票證制度以及實行非接觸式智慧卡票證系統對於後續捷運路網規劃設計的影響四個部分來做效益分析。並以台北捷運公司及台北智慧卡公司實際營運情形進行案例分析，其目的在探討非接觸式智慧卡所投入之資源成本及系統完成後所達成之效益，用以評估非接觸式智慧卡電子票證計畫所帶來之使用者效益及營運者效益。

The contactless smart card is a new ticketing medium used in public transport. Besides increase customer convenience, it could decrease operation cost. The objective of this research is to analyze the benefits to MRT passengers and operators by using contactless smart card, compare before and after utilizing and cost-effective analysis of four scenarios: combination of magnetic stripe card and contactless smart card ;All Automatic fare collection system adopt IC technology(IC Token and contactless smart card);IC fare technology with〝proof of payment〞 system; longterm MRT network effect forecasting using contactless smart card progroam.
