台灣林業部門對綠色國民所得帳貢獻之研究

Abstract

我國林業部門之發展已由早期林業生產為主之木材資源的利用，轉為目前重視林業部門所帶來的自然生態保育及提供休閒服務功能。因此，若僅考慮林業生產面價值將低估其對總體經濟之貢獻，亦即若未考量林業在水源涵養、森林遊憩與生態保育等多功能面向效益，將無法充分反映林業部門對國民所得甚至綠色國民所得真實貢獻。有鑑於此，本研究將先計算我國林業部門之國民所得，以其為基礎求算林業部門之綠色國民所得，最後再分析林業部門在我國國民所得及綠色國民所得之重要性。根據本研究計算，在2005年我國林業之國內生產毛額為5.48億元，僅占該年全國國內生產毛額與農業國內生產毛額之比例分別為0.005%及0.29%。在2005年林業及其相關產業國內生產毛額為299億元，約占該年全國國民所得與農業及其相關產業之比例分別為0.27%與2.10%。而2005年台灣林業及其相關產業之綠色國民所得之價值將在1,769.1-2,388.6億元間，占當年國民所得之1.59-2.14%。由於缺乏2005年全國綠色國民所得之資料，故本研究以2003年之全國綠色國民所得為比較基礎，則發現林業綠色國民所得占全國綠色國民所得之比例為2.00-2.70%；占同年農業及其相關產業之比例則為12.44-16.8%。

The policy goal of Taiwan’s forestry development has been reformed from depletive utilization to environmental and ecological conservation. Overemphasis on the part of material production of the forestry sector ends up with severe underestimation of its contribution to the society. The purpose of this study is to estimate GDP and green GDP of forestry sector, reflecting the forestry’s multifunctionality as well as determining its contribution to Taiwan economy. Our findings suggest that GDP from forest industry is 548 million NT dollars in 2005, or 0.005% of national GDP and 0.26% of agricultural GDP. In contrast, when forest sector functions as a service industry, its GDP was elevated to NT$29.9 Billion in 2005, or 0.27% of national GDP and 2.10% of agricultural GDP. Green GDP, nevertheless, raises more. Its value ranged from NT$ 176.91-238.86 Billion, or 1.59-2.14 % of national GDP and 2.00%-2.70% of national green GDP in 2005.
