2000年至2005年台灣各鄉鎮參與造林計畫影響因素之研究

Abstract

本研究旨在討論影響林戶參與獎勵造林之因素，採用2000年及2005年林業普查資料，以地租理論為主建構分析模型，找出影響林戶決策的因素。為進行迴歸分析，將林戶普查資料轉換為鄉鎮層級，並以空間分析工具檢測與修正鄉鎮之間的空間自相關。 研究結果顯示，林戶年齡、每單位自有勞動力林業收入產值、鄉鎮二三級產業比例以及2000年參與林戶比例等項目會降低2005年參與林戶比例。然而教育程度、平地占鄉鎮面積比例、市場距離、自有林地比例以及獎勵造林收入金等項目則對參與獎勵造林政策為正向影響。

The purpose of this study is to examine empirically the factors that determinate forest household to participate in reforestation program by forestry censuses carried out in 2000 and 2005 respectively. An analysis model is developed mainly based on land rent theory to find out the factors. The household data of censuses are regrouped into township level data in order to run regression analysis. A spatial analysis is applied to detect and modify the spatial effect of different townships. The study result indicates that the age of householder, forest income generated per self-own labor, the proportions of second and third industries in township and the participating rate in 2000 discourage the participation in reforestation program in 2005. However, the level of education, proportion of flat land, distance of forestland to local market, proportion of forestland owned privately and the amount of subsidies have the positive tendencies towards participating reforestation program .
