中共對台學生統戰活動之研析

Abstract

中共為了統一台灣，不論是以和平或非和平手段，都必須考量到台灣民心向背的問題，因此爭取台灣民心成為對台政策當中的主要項目之一。隨著中共綜合國力不斷增強，在具有充分的自信心之下，對台政策日加靈活，全面出招影響台灣民眾的態度。由於種種無法擺脫的包袱與原罪，我國政府在凝聚國家定位共識上難以採取積極主動的措施，在兩岸政冷經熱以及民眾對於敵我意識淡薄的狀況下，使得中共有更多的操作空間，以兩岸交流的名義做為包裝，透過種種的作為意圖影響我國民意，每年都會舉辦的學生交流活動也成為統戰的方式之一。 中共對於統一戰線有其本身的理論建設，統戰為的是政治目的，從政治決議、講話、文章當中表現出來，統一戰線也有其工作方法與組織，相當的嚴密與細膩，然而一切都是由中國共產黨來進行領導，因此對台統戰也脫離不了中共的主導。本文的研究目的在於：一、檢視中共對台統戰工作體系。二、分析現階段學生統戰活動之內容。三、剖析兩岸涉入單位與成員之組成。四、探討學生統戰活動所產生的可能影響。

In order to unify Taiwan, whether peaceful or non-peaceful means, CCP have to concern the public opinions of Taiwanese. Wining Taiwanese support becomes one of the main subjects in China’s Taiwan Policy. With the national power and self-confidence of China grows constantly, China’s Taiwan policy becomes more and more flexible. Under the circumstance of bad cross-strait relation and Taiwanese don’t strongly regard CCP is an enemy anymore, gave CCP more space of manipulation. CCP can use many methods which covered with cross-strait exchanges to affect Taiwanese public opinions, such as the students exchange activities is one of the united-front means. Speaking of united-front, CCP has its own theory construction, their purposes are political, and they are shown from political resulations, lectures and articles. The united-front has its own methods and organizations, they are quite meticulous and minute, everything is led by CCP, and so is the united-front toward Taiwan. This thesis will discuss: Firsty, The system of China’s united-front toward Taiwan. Secondly, the analysis of student united-front activities in recent years. Thirdly, The analysis of the units between the strait which participate in the activities. Fourthly, The possible affection of the activities toward Taiwanese students.
