以環境規劃與管理為導向之養生村建構模式之研究

Abstract

在我國台灣地區，社經、人口結構業已將步入開發國家之林，國民所重視的課題逐漸由基本的衣食住行，聚焦至追尋更美好的生活暨環境品質；此其中，尤以在住居地點選擇，除原有的考量基本便利性、安全性等，轉移至希望尋求更為寧適、健康的居住環境，以期擁有整體舒適的空間為最。由選擇的改變可以見，在地狹人稠的台灣島，土地資源利用一直是相當窘迫，加諸以政府未嘗有妥適的國土規劃、管理政策，使得國民未來在住居地點的選擇上，可能就會與這些既有的問題產生衝突。而在社區與生態意識日漸抬頭之際，即將邁入人口高齡化社會的我國，如何在此其中尋求一平衡點，實是當前最重要且必須謹慎面對的迫切問題。 台北市「六-六市地重劃區」位於陽明山公館里，佔地面積五十三餘公頃，屬一大規模新市鎮社區開發案；因其座落地點及內、外在等相關因素，致開發工作耽延已有一段時日。我政府於今年（2005）通過之「六星社區」計畫，其理念為創造「健康台灣與凝聚公民意識」的共生社區為目標，又「綠建築」、「養生文化」等課題時興，所以提供民眾健康身體、舒適心靈、環保生活等三個層次在住居上的共同滿足，當是現今努力之要點。 本研究即以生態思維為基礎，配合政府政策及未來住居環境發展趨勢，由國內、外相關之文獻回顧及案例比較分析為準繩，並透過法規與獎勵措施等多面向問題進行探討，研議建構以環境規劃與管理為導向之地區性「生態養生村」模式，而後選定「六-六市地重劃區」為例進行個案之研究。本研究結果形塑出具本土特色之主題社區，並將生態養生村意涵明確化，同時建構整體環境規劃與管理相關策略，提出六-六市地重劃區之環境管理計畫；未來應持續著重於評估指標之研究、輔導新舊社區或不同型態社區之改造機制建立，以啟未來更深入之發展、研究。

In Taiwan, society, economy and population structure have reached to a developed country. People have shifted the attention gradually from basic living standards to brighter lifestyle and environmental quality, particularly the selection of residence; seeking for tranquil and healthy living environment besides the existing convenience and security is the top choice for having comfortable space as a whole. The land utilization is straitened in such a “limited resource and high population density” Formosa Island from the change of residence selection, improper land planning and management by the government in addition to create conflicts with the choice of living. How to reach an equilibrium point of heading into the advanced-age society in Taiwan is the most important issue and must be dealt deliberately although the risen consciousness of community and ecology. The “6-6” land demarcation district locates at Yang Ming Shan (Kong-Guam-Li), Taipei; covers an area of more than 53 hectares as an extensive new town community development. The exploitation has delayed a period of time due to its location and other relevant causes. The “six star community” passed by the Government in 2005 is aiming the concept of “healthy Taiwan and awareness gathering” with “green architecture” and “regimen culture” in order to provide the satisfaction of healthy environment, body and soul for living, which is the area still needed to wok on today. This research is based on ecological thinking and standardized by the domestic/international bibliography and case comparison analysis; to implement regulations and rewards discussing various issues to establish a regional “ecological regimen community” by environmental planning and management; the “6-6” land demarcation district will be the case study, which cooperates with the government policy and development of residential environment in the future. Result of this study provides the theme community with native characteristics, which clarifies the significance of ecological regimen community and establishes relevant tactics of environmental planning and management to propose an environmental management for “6-6” land demarcation district. Focusing continuously on the study of assessment and guiding old, new or different types of community with reconstruction system are mandatory in order to extend deeper development and research in the future.
