全民健康保險的藥品政策對健保處方藥局之影響 —以慢性病常用藥物為例

Abstract

隨著老年人口快速成長，慢性病與功能障礙的盛行率將急遽上升，中央健康保險局為了使病情穩定的慢性病患者減少去醫院的頻率，而推廣慢性病連續處方簽制度。透過瞭解健保制度來瞭解台灣的慢性病在醫療系統的狀況，從而瞭解慢性病處方藥在這個醫療系統的流程與機制。 健保處方藥局的角色是提供慢性病處方藥品與健保高診次照護計劃的醫事機構。健保制度的設計，讓民眾看完病之後可憑醫師開立的處方簽到藥局領藥。 本論文將會從探討健保制度，醫療系統的運作，找出處方藥局的成功經營模式，更希望能夠作為有心想要加入照護慢性病的藥師的參考。

With the rapid growth of the elderly population, the prevalence of chronic diseases and dysfunctions will rise sharply, the Central Health Insurance Bureau in order to make the disease stable chronic diseases to reduce the frequency of the hospital, and promote chronic disease prescription system. Health insurance system design, so that people can see the doctor after the doctor opened the prescription sign drug syndromes. This paper will discuss the health management system, the operation of the medical system, find out the successful operation mode of the prescription pharmacy, and hope that it can be used as a reference for the pharmacists who want to join the care of chronic diseases.
