"柯文哲與雙城論壇之分析,2014~2020"

Abstract

自2010年開始，中國上海市長韓正與臺北市長郝龍斌，先後在兩市舉辦了「上海世界博覽會」與「臺北國際花卉博覽會」，有鑑於「雙博」的成功，促成雙方進一步地合作與舉辦「臺北上海城市論壇」，並簡稱為「雙城論壇」，每年由臺北市政府與中國上海市輪流舉辦。雖然台灣與中國的關係在執政黨與地方首長的更迭下不斷變化，但「雙城論壇」依然持續舉辦，並成為兩岸溝通、互動的一種管道。 到了2014年柯文哲上任台北市長，並以「白色力量」的說法企圖超越藍綠的既定思考模式，成為台灣在藍綠之外的第三勢力；而在2016年民進黨執政的蔡英文第一任期，與2017年世大運、2018年連任市長後的柯文哲，民氣消長之間，亦使得柯文哲成為一時間藍綠之外與中國接觸的另類窗口。 柯文哲在辦世大運時，或許為了減少中國敵意與主動表達善意，一句「兩岸一家親」則又引爆另一波「親中／反中」的辯論，對此，柯文哲的政治定位與思考成為本論文思考的起點，而「雙城論壇」又是其任內有其延續、脈絡的重要事件，本論文將分析柯文哲與雙城論壇的交互影響與後續效應，綜以記錄與釐清雙城論壇的時序及當下台灣政治背景與兩岸對話的變化。

Starting from year 2010, Shanghai city mayor, Han Cheng and Taipei city mayor, Hau Lung-Pin in turns hosted Expo 2010 Shanghai China and 2010 Taipei International Flora Exposition. In the light of these successful experiences, both sides decided to further the cooperation and co-host “Taipei-Shanghai City Forum,” also known as the “Dual-City Forum.” Taipei and Shanghai then took turns hosting the forum annually. Despites of the relationship changes among DPP, KMT, and China, the Dual-City Forum continued as an alternatives for the cross-strait communications an exchanges. Ko Wen-Je claimed to be the “white power” and “dark green” intended to transcend the existing patterns of Blue versus Green factions, becoming the third power in Taiwan and successfully took the office in Taipei City. In 2017, the DPP party led by Tsai Ing-Wen was low on the poll while Ko was gaining more supports from the public after the success of 2017 Summer Universiade and became the alternative window for communicating with China other than KMT and DPP. “The two sides of the Taiwan Strait are one family” mentioned by Ko while hosting the 2017 Summer Universiade in order to express the goodwill and minimize the hostility from China led to another debate on “pro-China/anti-China” policy. The foundation of present study was built on Ko’s political orientations and thinking. The study also analyzed the impacts and follow-up effects on both politics and economy of Ko’s participations in Dual-City Forum since it is one of Ko’s important political achievements. The study will discuss the political and economic meanings of Dual-City Forum and how they affect Ko’s governance. Observations will also be made on the impacts of Ko’s team, Taipei City, and the changes between the cross-strait relationships.
