| dc.description.abstract | 本研究以「全球商品鏈」-「工業組織動態」-「參與生產/非參與生產領域」做為概念框架，探討自2002年起至2010年「國際環保指令/規範」做為「影響」進入台灣TFT-LCD產業的「綠色規格治理」與「動態組織轉變」，並說明「在地生產網絡」，也就是包含重要「外部行動者」，對國際環保指令/規範影響產生的回應與「新興結構」，並指出其「動態轉變」對生產網絡/非參與生產領域產生的水平「線性」影響。本研究主要對話對象為「全球價值鏈」理論與「生態現代化」理論。
研究方法透過廠商的「半結構性」訪談、內部制度文件與相關佐證的次級資料交叉驗證而得。各章重點如以下： 1. 國際環保指令/規範「做為影響」進入全球價值鏈，在（1.）「禁限用化學物質」的規範影響下，「禁限用物質」規範涵蓋RoHS、REACH、PoHS、PFOS等有關的國際環保指令，在全球價值鏈內部垂直治理為「加深權力不對稱」關係，領導公司制訂「環保規格技術規範與標準」，透過「產品檢證」與「系統條款與稽核控制」，有距離地「規訓」市場，以及過程中「供應鏈空間」具有摩擦，或稱「差異的評價標」。全球環境保護的目標需要消耗「製造廠供應鏈」所在「領域」更多的能源、資源，並且由零組件廠商承擔「禁限用有害物質」目標達成的關鍵責任。（2.）「產品環境化設計」有關規範影響下，包含WEEE、ErP指令，則是由台灣生產網絡「外部行動者」引導，與TFT-LCD製造廠橫向競爭和內在組織能力驅動，進行「產品生命週期盤查與評估」的系統分析過程。 2. 台灣的TFT-LCD產業的「在地生產網絡」2007年後被認為順利通過RoHS指令的要求，扮演一定角色的「外部行動者」包含國家（中央政府）、顧問機構、檢測機構、驗證機構，以及其他支持和相關組織：公會、學術單位、軟體技術公司，以上5項外部行動者與生產性主體，程度不一的架構出新興綠色經濟網絡。並且，其間顧問機構、檢測機構與生產性行動者發展出「伙伴關係」，另外在地生產網絡也具有拉扯關係。 3. 國際環保指令/規範「做為影響」擴散到台灣TFT-LCD產業生產網絡，全球環保有關的「知識」透過全球生產網絡與跨界網絡的賦予，使得TFT-LCD製造廠擁有更多「權力」，知識體系的賦予與驗證的加持更「加深」TFT-LCD製造廠和「非參與生產網絡的行動者」與他們的社區的「資訊不對稱」。 最後，本研究建基在經驗研究上，對「全球價值鏈」理論站在批判的立場，認為在新興的「倫理性國際規範」下，全球價值鏈具有多元的權力關係，「治理」應該延伸到集體的或區域的層次討論，並且應探討「市場」在價值獲取中「建構的本質」與其影響的意義。同時，本研究也對生態現代化理論提出批判，認為國際環保指令，原本是期待附加「全球環境保護」與「經濟」的共同發展於「市場」中，但真實的狀態卻是更穩固的既有市場，以及既有不平等的進一步固著。 | zh_TW |
