摘要: | 近四十年來,由於科技的突飛猛進,ICT產業興起,大大改善了人們的生活。除了重視企業獲利之外,關懷勞工、健康與安全、環境、倫理規範、公司治理等社會價值能受到重視,才是企業可持續發展的基礎。其嚴謹自律的行業規範也深深影響著其他產業。
創造共享價值CSV為透過重構商業環境與模式,來落實可持續發展。相較傳統社會責任及慈善行為,有本質上不同。CSV強調經濟價值與社會價值並重。此時,經濟價值為社會價值創造的根本,社會價值則可視為經濟價值的升值。 本研究從CSV視角出發,探討ICT產業發展,重點分析CSV的驅動力來源,分析作為全球ICT產業中重要成員的個案企業華為公司如何將CSV內化於企業核心價值,並持續執行創造共享價值CSV戰略。在獲取經濟利益的同時,華為公司通過協助利害關係人解決問題,增進社會價值,建立長期競爭優勢,以達到永續發展目的。 本研究分析華為公司在面對嚴重破壞商業秩序的美國實體清單出口管制的挑戰下,如何利用領導力危機處理思維,執行CSV戰略突圍。華為公司通過軟體開源捐贈與硬體開放引領晶片國產化替代,突破美國實體清單的圍堵與限制,同時促成國內晶片與軟體產業的崛起,帶動中國整個ICT產業的崛起。 最後,本文提出本研究的結論與管理意涵,以供各界加以參考。 During the past forty years, due to the rapid development of science and technology, the rise of information and communications technology (ICT) industry has greatly improved people's lives. The rigorous and self-disciplined norms of the ICT industry also affect other industries deeply. In addition to paying attention to corporate profits, ICT industry pays attention to social values such as labor solicitude, health and security, environment, ethical standards and corporate management, which is the basis of corporate’s sustainable development. Compared with the traditional social responsibility and charity, Creating Shared Value aims to realize sustainable development by restructuring its business environment and model, which is essentially different. CSV emphasizes both economic value and social value. The economic value is the foundation of the creation of social value, and the social value can be regarded as the appreciation of economic value. This study explores the development of the ICT industry from the perspective of CSV, focusing on the analysis of the driving forces of CSV. It analyzes how Huawei, an important member of the global ICT industry, internalizes CSV into its corporate core values and continues to implement the CSV strategy to create shared value. While obtaining economic benefits, by assisting stakeholders in solving problems and enhancing social value, long-term competitive advantages can be established to achieve the goal of sustainable development. Moreover, this study analyzes how Huawei uses its leadership crisis management thinking to realize the CSV strategic breakthroughs in the face of the challenge of US Export Control List, which severely disrupts the business order. Through software open source donation and hardware opening, Huawei has led the substitution of domestic chips and broken through the containment and limitation of the US Export Control List. At the same time, Huawei promotes the rise of the domestic chip and software industry, driving the rise of China’s ICT industry. Last but not least, the conclusions and management implications of the study are also presented for further reference. |
